Shocked! These two pharmaceutical companies were fined over 300 million!

There are hundreds of millions of fines in the medical field!

On May 28th, Yuanda Pharmaceutical and Wuhan Huihai were fined about 320 million yuan for monopoly agreements. This is the second billion-dollar anti-monopoly ticket issued in the medical field this year.

Just in February this year, the General Administration of Market Supervision informed Northeast Pharmaceutical that it was fined 133 million yuan for abusing its dominant position in the L-carnitine raw material drug market in China and selling raw materials at unfairly high prices.

Another huge ticket.

According to the announcement of the General Administration of Market Supervision, in November 2020, Yuanda Pharmaceutical and Wuhan Huihai were investigated for suspected monopolistic behavior. After investigation, since 2010, only Yuanda Pharmaceutical and Shanxi Zhendong Taisheng Pharmaceutical Co., Ltd. have the qualification to produce norepinephrine and epinephrine in China. Wuhan Huihai actually controls the sales of norepinephrine and epinephrine in Shanxi Zhendong Taisheng through underwriting.

After many times of communication, Wuhan Huihai and Yuanda Pharmaceutical reached an oral agreement in June 2016, stipulating that Wuhan Huihai would stop selling norepinephrine and epinephrine, and Yuanda Pharmaceutical compensated it in two ways: First, it sold norepinephrine injection and epinephrine hydrochloride injection to it at a low price, and then repurchased it at a high price; Second, related pharmaceutical companies are required to sell norepinephrine injection and epinephrine hydrochloride injection to them at low prices, and then resell them at high prices.

It is worth mentioning that Yuanda Pharmaceutical has a dominant market share of more than 50% in China’s norepinephrine bulk drug and epinephrine bulk drug.

The General Administration of Market Supervision believes that Wuhan Huihai and Yuanda Pharmaceutical reached and implemented a monopoly agreement on the sale of norepinephrine and epinephrine raw materials, which excluded and restricted the competition in the market of norepinephrine raw materials and epinephrine raw materials, and harmed the related preparation enterprises, consumers and social public interests. The General Administration of Market Supervision therefore ordered Wuhan Huihai and Yuanda Pharmaceutical to stop illegal activities, confiscate the illegal income of Wuhan Huihai by 30.9248 million yuan and impose a fine of 4.1268 million yuan; The illegal income of Yuanda Medicine was confiscated 149 million yuan, and a fine of 136 million yuan was imposed.

According to public information, Wuhan Huihai belongs to Hubei Minkang Pharmaceutical Group and is headquartered in Wuhan, Hubei Province. Its main fields include high-end chemicals, first imitation chemicals, high-end raw materials, and the development of classic Chinese medicine prescriptions, with more than 1,000 employees.

Yuanda Pharmaceutical used to be named Wuhan Yuanda Pharmaceutical Group Co., Ltd., and in 2002, it completed the change of ownership structure and was listed on the Hong Kong Stock Exchange. Yuanda Pharmaceutical is mainly engaged in manufacturing and selling pharmaceutical preparations and medical devices, biotechnology products and nutritional products, fine raw materials and other products.

It is worth noting that the data show that the actual controller of Shanxi Zhendong Taisheng Pharmaceutical Co., Ltd. is Li Anping, the actual controller of Zhendong Pharmaceutical. The legal representative of this company is Zhao Yongjun, which is 100% owned by Shanxi Zhendong Pharmaceutical and belongs to Zhendong Health Group.

In response to this punishment, on the same day, Yuanda Pharmaceutical announced that the amount of punishment imposed by the General Administration of Market Supervision accounted for about 3.48% of the Group’s revenue and 15.85% of its net profit in the last fiscal year, respectively, which is not expected to have a sustained impact on the Group’s production and operation.

The anti-monopoly mechanism of medicine has been gradually improved

Speaking of pharmaceutical anti-monopoly fines, 2021 is a year of vigorous and vigorous. At that year, the State Administration of Market Supervision issued the first fine of 100 million yuan for simcere. Later, it was a sky-high fine of 764 million yuan for Yangzijiang Pharmaceutical. The reason for the punishment was that the company reached a fixed drug resale price and a limited drug minimum resale price agreement with downstream enterprises such as drug wholesalers and retail pharmacies by signing cooperation agreements, issuing price adjustment letters and oral notices nationwide, with its 2018 sales of 25.467 billion yuan as a fine. Since then, Tianyao Co., Ltd. was fined 44.02 million yuan for monopolizing "Fluoxetine Acetate", and Nanjing Ningwei Company was fined 6.58 million yuan in 2021 for monopolizing the antidote-phosphoryl chloride.

From the above punishment, it can be seen that not only the monopoly of pharmaceutical raw materials will be punished, but also the preparation field has become a high-incidence area for monitoring and punishment. In order to ensure the interests of distributors at all levels, some enterprises monopolize prices, regions, channels and terminals by controlling sales, which leads to patients and medical insurance having to pay for high-priced drugs, and this behavior has also been included in the ranks of punishment. In addition, some enterprises, such as Sunflower Pharmaceutical, Revision Pharmaceutical, Renhe Pharmaceutical, Nanjing Tongrentang, etc., have also been included in the monitoring.

Although the fine is very heavy, in recent years, commonly used drugs, low-priced drugs and life-saving drugs are often exposed as "unavailable" or "soaring prices". Just in late April this year, on several medical platforms, hydrocortisone acetate tablets were either unavailable or the price soared tenfold. Originally, 100 tablets per bottle only sold double-digit drugs, but they were suddenly hyped in 1000 yuan. The drug is aimed at adrenocortical hypofunction. On May 29th, the reporter found on Taobao, JD.COM and other Internet medical platforms that 30 tablets/box of hydrocortisone acetate tablets can be bought on the Internet medical platform, but the price is still expensive. One box is priced at 128 yuan, and two boxes are 256 yuan, which requires a prescription to buy.

The reporter noted that since the National Development and Reform Commission investigated the first case of API monopoly in 2011 (the case of "Shandong Weifang Longshun and manipulating the market price of promethazine hydrochloride"), anti-monopoly law enforcement agencies have launched a number of API monopoly investigations. On November 15th, 2021, the Anti-monopoly Committee of the State Council issued the Anti-monopoly Guide of the State Council Anti-monopoly Committee in the field of raw materials, thus, the anti-monopoly work in the field of medicine in China opened a new chapter. In that year, a total of 3 cases of monopoly agreements in the pharmaceutical industry and 3 cases of abuse of market dominance were investigated; 6 cases of abusing administrative power to exclude or restrict competition; 26 cases of concentration of pharmaceutical industry operators were concluded, and the total amount of fines and confiscations in the above cases was 950 million yuan.

In 2022, the anti-monopoly system and mechanism were further improved. On June 24th, 2022, the 35th meeting of the 13th the National People’s Congress Standing Committee (NPCSC) voted to adopt a decision on amending the Anti-Monopoly Law, which will be implemented on August 1st, 2022. This is the first time that the Anti-Monopoly Law has been amended since its implementation in 2008. In 2023, the anti-monopoly investigation in the pharmaceutical industry became more and more severe.

Meng Yanbei, a member of the Expert Advisory Group of the State Council Anti-monopoly Committee and a professor at Renmin University of China, published a signed article on China Economic Net, saying that the investigation of Yuanda Pharmaceutical and Wuhan Huihai pharmaceutical companies shows that strengthening anti-monopoly supervision will effectively promote the sustained, standardized and healthy development of the pharmaceutical industry. The case has played its normative guiding role in the form of case statement, once again warning pharmaceutical industry operators to attach great importance to anti-monopoly compliance and establish a systematic anti-monopoly compliance mechanism.

Sakai Yoshiki, one of the authors of Japanese fake stem cell papers, committed suicide as the boss of beauty scientist Xiao Baofang Haruko.

In Japanese society and the global scientific community, the cloning research fraud has been raging again. According to Kyodo News, this morning, one of the authors of the fake paper, the deputy director of the comprehensive research center of occurrence and regeneration science of Japan Institute of Physical Chemistry, committed suicide.

In January this year, Japanese beauty scientist Haruko Kobao published two Nobel Prize-winning papers in Nature magazine, claiming to have discovered a brand-new method of adult animal somatic cell cloning. Sakai Yoshiki is the boss of Xiao Baofang Haruko and the co-author of the paper. However, the paper was later found to be fraudulent, and was rejected by Nature magazine, which became the biggest scandal in the international scientific community after the fraudulent incident of Hwang Woo-suk, the father of Korean cloning in 2005. Xiao Baofang Haruko himself has always refused to admit the research fraud, insisting that the experimental results are true, and only apologizes for the mistakes in citing pictures in the paper. However, the academic circles generally don’t believe Kohokata’s excuse, and the authors of the papers, including Kohokata, are under great pressure, and Sakai Yoshiki is also regarded as the main person responsible for the whole incident.

Suicide of key figures in fraud scandal

Japan’s Kyodo News reported on the morning of August 5th that Sakai Yoshiki (52 years old), deputy director of the Comprehensive Research Center of Occurrence and Regeneration Science of Japan Institute of Physical Chemistry, hanged himself in the center in Kobe today. Hyogo police subsequently confirmed his death.

According to the police in Hyogo Prefecture, Sakai hanged himself after hanging a rope on the stair handrail of the research building of the research center. The police received an alarm call at 9 o’clock in the morning.

Sakai is the mentor of Xiao Baofang Haruko (30 years old), the academic leader of scientific research who wrote STAP cell papers. In January this year, he and Kohokata attended a press conference to announce the research results. At that time, STAP cells were regarded as new universal cells. After the paper was pointed out that there were violations, Sasakawa still stressed that STAP cells might exist.

Plagiarism of beauty researchers

At the end of January this year, Haruko Kobao of Japan Institute of Physical Chemistry and others published two heavy papers in the field of stem cell research in Nature, claiming that a new type of "universal cell" STAP cells can be obtained by simply stimulating somatic cells with acid bath or applying physical stress. These cells have the same characteristics as embryonic stem cells, and they can also form self-renewing stem cell lines after further operation.

This is the third method for obtaining animal embryonic stem cells, which is published after the research team of Japanese scientist shinya yamanaka and China Tsinghua University. Shinya yamanaka won the Nobel Prize for his discovery several years ago, and the preparation method of STAP is simpler.

However, in March this year, one of the co-authors of the paper, Akihiko Wakayama of Yamanashi University, asked the first author of the paper, Haruko Kobao, to provide him with STAP cells prepared from mouse cells of a certain strain. However, after a simple genetic analysis of the cells, Akihiko Wakayama found that the stem cells given to him by Haruko Kobao were prepared from mouse cells of other strains. This indicates that these cells may be contaminated.

The controversy over Xiaobaofang Haruko’s research on alleged fraud began. On April 1st this year, after investigation, the Japanese Institute of Physical Chemistry announced that the first author of the paper, Xiao Baofang Haruko, director of the research office of the Developmental Biology Center (CDB) of the Institute of Physical Chemistry, had academic misconduct such as fabrication and tampering. Although the co-authors have no academic misconduct, they are also "responsible" for failing to play a gatekeeper role. Since then, Nature has also withdrawn two papers.

As the reporter stared at all the papers published by researcher Kohokata so far, it was found that there were obvious plagiarism marks in her doctoral thesis submitted to Waseda University three years ago, and 20 of the 109 pages of papers were completely copied from the public papers of an American research institute. Moreover, the photos used in the doctoral thesis are completely consistent with the photos of this universal cell experiment, which were copied from the website of a biological company.

This incident has caused a great condemnation of academic fraud in the global academic circles, and the Japanese government has also begun to purge its own scientific community. On April 14th, at the highest science policy organization in Japan — — At the meeting held by the Council for Science and Technology Policy (CSPT), an eight-member committee group called for the establishment of academic integrity of researchers, and called for the establishment of a series of prevention and response measures against academic fraud at the institutional level to rebuild public confidence in science.

Xiao Baofang Haruko apologized for the paper fraud.

Xiao baofang haruko apologized for the falsification of the paper.

Kohokata was exposed to consider suicide.

On April 9 this year, Xiao Baofang Haruko was forced to face the public on the issue of fraud. 30-year-old Xiao Baofang Haruko cried tears in front of hundreds of reporters at a news conference recorded on TV, but she insisted that she did not tamper with the data to falsify the experimental results.

She claimed that she didn’t agree to withdraw the research, saying that she had "confirmed this fact many times" and vowed that if she was allowed to return to any laboratory, she would prove that what she said was true.

Kohokata only apologized for citing several incorrect pictures in his paper and modifying one picture in the report. She said that her mistakes were lack of experience and poor academic skills, and she called on her colleagues to continue the research.

Kohokata said that he was opposed to withdrawing the paper published in the journal Nature, because it would give the international academic community the impression that the research was incorrect.

She also said at the press conference, "I can’t sleep well every day and my mood is getting worse." Some reporters even reported that in the face of unanimous accusations from the academic circles, Kohokata may be hard-headed, and may have the possibility of self-injury or suicide.

Sakai Yoshiki is behind the scenes?

Xiao Baofang Haruko also has many sympathizers. It was pointed out that there were eight authors in the fake papers, and the real main publication was not researcher Kohokata, but Fang Shu Sasui, deputy director of the Comprehensive Research Center for Regenerative Science of the Institute of Physical Chemistry.

Some media pointed out that since Professor shinya yamanaka of Kyoto University won the Nobel Prize in 2012 for his successful research on IPS cells, Japanese national attention has been focused on Professor Yamanaka. According to the research results, Professor Yamanaka’s achievements are far more than those of Sakai Fangshu. As an important expert in this field, he is definitely uncomfortable. In order to compete with Professor Yamanaka, the Institute of Physical Chemistry decided to launch the "Beauty Scientist" route in Kohokata to compete with Professor Yamanaka. Moreover, there is competition in the Institute of Physical Chemistry, and the research funding will be cut without certain achievements.

Hastily announcing immature results and finally failing is also the best explanation for this commotion. Poor researcher Kohokata has been criticized by Japanese researchers all over the country. As a result, she can’t do any more research, because her image is not good, and there will be no co-researchers. Even if she publishes it alone, no one will be interested in her. Now, only the existence of STAP cells is definitely proved, which is the best means to bring them back to life.

Some media even claimed that the relationship between Sakai Yoshiki and Xiao Baofang Haruko was ambiguous. Because after graduating from Haruko University, Xiaobaofang has a much smoother career path than graduates from many other famous universities. I got a five-year researcher’s contract with the Institute of Physical Chemistry very early, and was sent to Harvard University for research with the support of a scholarship. Come back and become a researcher of the project.

Although Sakai Yoshiki has a wife and a family, she is particularly close to Xiao Baofang Haruko. Some people say that they saw the two of them making out in the research room. So many people are saying that this research scandal is not only academic fraud, but also the shadow of erotic trading and interest trading.

Ministry of Finance: Impose a 10% consumption tax on ultra-luxury cars in retail.

The industry believes that a consumption tax on luxury cars in the retail sector will not only reasonably guide consumption, but also increase fiscal revenue.

The Ministry of Finance and the State Administration of Taxation issued a notice yesterday, saying that in order to guide rational consumption and promote energy conservation and emission reduction, with the approval of the State Council, consumption tax will be imposed on ultra-luxury cars. This regulation will be implemented as of December 1, 2016.

Tax will be increased by 10% on the sales of ultra-luxury cars.

The notice pointed out that the sub-tax item of "super luxury cars" will be added under the tax item of "cars". The scope of collection is passenger cars and light commercial buses with a retail price of 1.3 million yuan (excluding value-added tax) and above, that is, ultra-luxury cars in the sub-tax items of passenger cars and light commercial buses. For ultra-luxury cars, on the basis of the consumption tax levied at the current tax rate in the production (import) link, the consumption tax is levied at the retail link, and the tax rate is 10%. The notice makes it clear that the units and individuals that sell ultra-luxury cars to consumers are taxpayers in the retail link of ultra-luxury cars.

10% consumption tax will not be levied on the sold vehicles for filing within 5 days.

For distribution channels, will the vehicles that have signed automobile sales contracts before November 30 be affected by the adjustment of the consumption tax on ultra-luxury cars? It is understood that for ultra-luxury cars that have signed automobile sales contracts before November 30 (inclusive), but have not delivered the real thing, taxpayers will file the signed automobile sales contracts with their competent tax authorities within 5 working days from December 1 (inclusive). According to the notice information, the retail consumption tax with the tax rate of 10% will not be levied for those who are filed according to the regulations, and the retail consumption tax will be levied if they are not filed and not filed within the prescribed time limit.

It is difficult to manage the tax after tax collection.

According to the information, when the consumption tax was implemented in 1994, it included automobile tax items. In the consumption tax reform in 2006, the automobile consumption tax was adjusted. It is understood that the current car tax items are divided into two categories: passenger cars and medium and light commercial buses. Among them, the larger the cylinder capacity of passenger cars, the higher the tax rate of consumption tax, and the tax rate ranges from 1% to 40%. Passenger cars with a cylinder capacity of more than 4 liters will be subject to a consumption tax rate of up to 40%. The consumption tax rate of 5% is applicable to medium and light commercial buses. The taxation link is in the production and import links.

According to industry analysts, a consumption tax will be levied on luxury cars in the retail sector, with the aim of reasonably guiding consumption and increasing fiscal revenue.

"The consumption tax collection link is changed to the retail link. The advantage is that the final selling price of goods can be taxed, and the tax base is obviously expanded, which can increase fiscal revenue and reasonably guide consumption, but the challenge is that the collection and management are difficult." The above analysis pointed out that the relevant departments took luxury cars as a breakthrough and imposed a consumption tax on the retail sector, which is also based on the fact that there are not many 4S retail stores in China compared with retail stores such as tobacco and alcohol, and it is relatively easy to control. This will provide experience for the next stage of other tax items to move back.

  affect

The actual impact on car buyers will not be great.

At present, the models with more than 1.3 million yuan are basically ultra-luxury car brands such as Bentley, Maserati and Porsche. In addition, some brands such as BMW X6, BMW 7 Series, Mercedes-Benz GL Series and Audi A8 have reached this level. Therefore, the influence of the new consumption tax policy is relatively small and fixed. But at present, it should not have much impact on the sales in this market.

China’s automobile consumption tax was established in 1994, and the latest automobile consumption tax reform was in 2008. The tax rate for passenge cars with displacement of 3.0L to 4.0L is raise from 15% to 25%, and that for passenger cars with displacement of 4.0L is raised to 40%. Reduce the consumption tax rate of small-displacement passenger cars, and reduce the tax rate from 3% to 1% for passenger cars with displacement below 1.0L This time, the tax rate will be increased by 10% for ultra-luxury cars with a price of more than 1.3 million yuan. This adjustment mainly affects the sales of imported vehicles.

According to the previous consumption tax policy, the tax rate of ultra-luxury cars is basically 40% high-end. Compared with the consumption tax of 40%, the current 25% tariff and 17% value-added tax have become small heads, so for luxury cars with a price of several million yuan, the consumption tax itself is an important factor to increase the difference between domestic and foreign car prices. Judging from the new policy introduced this time, an additional 10% consumption tax will be imposed on ultra-luxury cars with a price of more than 1.3 million yuan, which will not have a great impact on car buyers. In fact, many 4S shops will basically increase the price of ultra-luxury cars by 100 thousand to several hundred thousand yuan above the manufacturer’s guide price before they can pick up the car, and most car buyers also acquiesce to this.

Whether the purchase tax on small-displacement vehicles will continue to be halved is inconclusive.

In fact, in the automobile consumption, there is also an essential expenditure, which is the purchase tax. China’s automobile purchase tax rate is set at 10%, which accounts for a large proportion in the cost of car purchase. However, at present, China has adopted a preferential policy of halving the purchase tax for small-displacement vehicles of 1.6 liters or less, that is, it is levied at 5% of the vehicle price, which has played a significant role in promoting the consumption of small-displacement vehicles.

The preferential policy of halving the purchase tax on small-displacement vehicles has been implemented since October 1, 2015. According to the plan at that time, the policy will expire on December 31, 2016, which means that there is still a whole month left. Up to now, there is no official explanation on whether the preferential policy of halving the purchase tax will continue, and more is speculation from outside. It is also reported that various departments at the government level have different opinions on whether to continue this policy. Earlier, some media reported that on November 1, the National Development and Reform Commission, the Ministry of Communications, the Ministry of Finance and other ministries and commissions held departmental meetings to study whether to continue this policy, but no news came out since then.

The data shows that the prices of 1.6-liter and below displacement models are mostly concentrated below 200,000 yuan. According to the current preferential policies, the purchase tax for bicycles ranges from 3,000 to 10,000 yuan. Once this policy is cancelled next year, it is likely to drive the sales ratio of models above 1.6 liters to increase in a short time. According to the data of China Automobile Association, in 2015, the sales of passenger cars of 1.6 liters and below reached 14,508,600, an increase of 10.38% over the same period of last year, which was higher than the overall growth rate of passenger cars and accounted for 68.6% of the sales of passenger cars.

Alibaba’s 17.7 billion yuan started Yintai’s commercial privatization, and it smashed "new retail"

[Observer Network Synthesis] Alibaba’s new retail layout will go to the next city! On January 10th, Yintai Commercial announced on the Hong Kong Stock Exchange that Yintai would be privatized. The joint offerors included Alibaba Investment, a wholly-owned subsidiary of Alibaba Group, and the wholly-owned company of Shen Guojun, the founder of Yintai Commercial. The transaction amount reached 19.8 billion Hong Kong dollars (about 17.7 billion RMB), which was 42% higher than the last trading day before the suspension. According to the announcement, Alibaba will become the controlling shareholder of Yintai after privatization, and its shareholding ratio is expected to increase to about 74%.

Yintai Commercial Announcement on January 10th

This is the latest move of Alibaba to promote the transformation of "new retail" after Ali Zetai, a subsidiary of Ali Department, subscribed for Sanjiang Shopping as a strategic investor at the end of last year, and Yiguo Fresh of Ali Department took over all the shares of Lianhua Supermarket held by Yonghui Supermarket.

Stimulated by this news, Yintai Commercial once rose by 37.98% after its recent opening. On the same day, retail stocks also rose collectively, with the overall increase of the sector exceeding 1%.

Massive privatization

According to the announcement, the joint offeror will pay HK$ 10.00 per planned share, which is about 53.59% higher than the average closing price of the last 60 trading days, and about 42.25% higher than the closing price of HK$ 7.03 per share on the last trading day before the suspension on December 28, 2016.

At present, through the initial investment in July 2014 and the conversion of convertible bonds in June 2016, Alibaba holds about 28% interest in Yintai. butAfter privatization, Alibaba will become the controlling shareholder of Yintai, and its shareholding ratio is expected to increase to about 74%..

The announcement also mentioned that,The maximum cash amount required to complete the proposed transaction is about 19.8 billion Hong Kong dollars (about 17.7 billion yuan), and the co-sponsors are financing the transaction with internal cash resources or external debt..

The cooperation between Alibaba and Yintai can be traced back to May 2013. Alibaba and Yintai Group jointly built the "China Intelligent Logistics Backbone Network" project, namely the rookie network. Yintai Group invested 1.6 billion yuan, accounting for 32% of the shares, becoming the second largest shareholder.

On October 17th of the same year, Alibaba Group announced that it had reached a strategic cooperation with Yintai to explore the integration of online and offline (O2O). In June 2016, Yintai Commercial Group announced that it had accepted Alibaba’s share swap notice. After the completion of the share swap, Alibaba’s total shareholding in Yintai will reach 27.90%, officially becoming the largest shareholder of Yintai Commercial.

Since it is already the largest shareholder, why should Alibaba continue to privatize Yintai?

Zhang Yong, CEO of Alibaba Group, said: "The total scale of the retail industry in China has reached 4.5 trillion US dollars, and it is growing at an annual rate of 10.7%. Alibaba Group is working with offline retailers to reconstruct the traditional format, innovate the user consumption experience, and embrace the long-term development opportunities brought by new retail with practical actions. "

Zhang Yong believes that there is no distinction between entity and virtual economy, only the difference between the old and the new. If you ignore opportunities, you will inevitably be marginalized or even eliminated. If we can integrate the power of mobile Internet, real-time user data and technology to improve operational efficiency, physical retail enterprises can create brand-new value for consumers.

It is reported that Yintai Commercial is a leading department store chain in China, operating 29 department stores and 17 shopping centers, mainly located in first-and second-tier cities in China. Yintai’s development in Zhejiang Province, where Alibaba Group is headquartered, is particularly strong. The proposed transaction can only be implemented after the customary completion conditions are reached, including the approval of Yintai’s independent shareholders and the Grand Court of Cayman Islands.

Layout "new retail"

More than two years ago, e-commerce strongly impacted physical retail, and Yintai chose to cooperate with Alibaba. In March 2014, Alibaba invested HK$ 5.3 billion in Yintai to become the second largest shareholder. Since then, Shen Guojun, the founder of Yintai Commercial, has continuously transferred shares, eventually making Alibaba the single largest shareholder of Yintai Commercial. On May 19th, 2015, Zhang Yong, CEO of Alibaba, succeeded Shen Guojun as the chairman of Yintai Commercial Board.

Yintai founders Shen Guojun (left) and Ma Yun (right)

Today, the development of e-commerce has ushered in a "ceiling". Ma Yun put forward the concept of "new retail" in October 2016, emphasizing online and offline and logistics integration. Since then, Alibaba has been constantly moving online and offline. In November 2016, Alibaba acquired a 32% stake in Sanjiang Shopping through its subsidiary for 2.15 billion yuan, and realized the layout of the supermarket online. The privatization of Yintai Commerce this time is intended to further strengthen integration and cooperation.

Key extension, big secret making, fast free application, self-determined time.

This article was first published in the film industry. Welcome to pay attention (WeChat search filmmore).

The news of the postponement of popular blockbusters is endless. From last summer’s troika to this year’s Spring Festival’s three strong films, the screening time has been extended, and the box office champion of Chinese films has been postponed for three months at once. In the eyes of the general audience, the postponement means that it can be seen in the cinema one month after the film is released. However, in the eyes of the industry, the specific process of key extension is the most important. Why can a movie be released for as long as four months? Is the existence of this mechanism reasonable? This article will take you through all aspects of key extension.

What is the key extension? You can’t show a movie until you have a key. You don’t have to pay for an extension.

For the general audience, the word key is unfamiliar. What is a key? This should start with the film screening. The movie will be made into a copy, and it needs to be connected to the server before it can be read. The key is similar to the activation code, which allows the server to successfully read the movie in the copy. At this time, the projector can play the movie, and it cannot be shown without the key.

So where did the key come from? According to a senior person who has been engaged in distribution for many years, most of the current keys are made by China Film Digital Film Development Co., Ltd. (hereinafter referred to as China Digital Film Development Co., Ltd.) and Huaxia Film Distribution Co., Ltd. (hereinafter referred to as China). These two companies actually play the role of agents between the issuer and the cinema, and the issuer can save manpower and material resources through their communication and settlement with the cinema. Therefore, we will see the names of these two companies in many documents with extended keys.

After the key is made, it will be uploaded to the network and downloaded by each theater. The validity period of the key is one month, that is, we often say that the film screening period is one month. After the expiration, the cinema server will no longer be able to read the movies in the copy. At this time, if you still want to show, you need to postpone the key.

When a movie wants to be postponed, do you still have to pay a fee? The answer is no, Zhu Dawei, vice president of Stellar Pictures, Qin Wei, vice president of Beijing An Shi Ying Na Film Distribution Company (hereinafter referred to as An Shi Ying Na) and many other people in the industry have confirmed this, but they don’t need to pay for the extension of the key.

Is there a standard for key extension? Domestic films are flexible to operate and imported films are difficult to judge.

Since it doesn’t cost money to extend the key, isn’t it an extension if you want? You can postpone it at any time or for as long as you want. The answer is still no.

According to the distributor who has operated many imported films, it is true that there is no explicit stipulation in the mainland about which films can be postponed and which ones can’t. Generally speaking, domestic films are very flexible in operation. "Just tell the distribution company, such as China Digital, through them to tell the cinemas that we have extended the key, and everyone can still use it. That’s it." Of course, the so-called "let me know" actually needs to be presented in written form, but domestic films will basically not encounter any problems and there is no limit.

But this is not the case with imported films. Zhu Dawei, vice president of Stellar Films, said that imported films need to apply to the Film Bureau for extension. According to the senior distributor, after the imported film is submitted, it depends on whether it will be rejected.

There are indeed many domestic films and some imported films in the history of mainland film. For example, the one in 2010, which was released on January 4, was postponed until March 14, when it was released for more than two months, is very rare in imported films. Released on April 10, 2012, it was extended for another month when the key expired, and finally the box office exceeded 1 billion.

Looking back carefully, most of the key extension time is within one month, and it is really surprising that the Mermaid has been extended for three months at once. Is it arbitrary to extend the time? The answer this time is yes.

Is there a time limit for extension? The film is completely independent, and most of them do not exceed one month.

After the key expires, how long you want to extend it is really up to the film, whether it is a week or a month, and no one interferes. The three popular films in the Spring Festival were postponed for one month, 12 days and released on March 20th, except Mermaid, which was postponed for three months. At present, there is no specific extension, and there is no strict regulation on when to apply for an extension.

Qin Wei, vice president of Ann Shi Ying, told us that in theory, five working days before the start of the extension, they would communicate with the key maker who often cooperated, but there was no big problem earlier or later, and the time was more flexible. Moreover, the extension notice of "Journey to the West’s Monkey King Thrice Defeats the Skeleton Demon" released by Ann Shi Ying was issued on February 18. The reason why the extension notice was released ten days after the film was released was because both the film producer and the publisher had enough confidence. "We felt that the reputation was good and we wanted to take a long-term screening from the beginning."

After the issuance direction of China Digital or Huaxia proposed to extend the key, the two companies completed it relatively quickly. "Now, if you follow the process, you can go down in two days. In fact, China Digital also has a competitive relationship with China, and everyone has to compete for services." The veteran of the distribution industry said. According to Qin Wei, sometimes it doesn’t take two days. "It can be made in half a day, which is faster."

Is "artificial meat" edible? Is online celebrity food reliable? Are probiotics really useful? What foods have you paid attention to in the past 2019? What troubles have they brought you? Food safety concerns people’s health and life safety. At the "Media Communication Meeting on Scientific Interpretation of Food Safety and Health Hotspots in 2019", which was directed by China Association for Science and Technology and hosted by chinese institute of food science and technology recently, experts combed and interpreted the hot events of food safety that the public paid attention to in the past year, and made suggestions for food safety supervision by popularizing food safety knowledge through examples. This edition extracts some hot topics to interpret.

"artificial meat"

Scientific and technological problems to be solved, standards and regulations to be improved.

Interpretation expert: Wang Shouwei (Director of China Meat Food Comprehensive Research Center and Dean of Beijing Food Science Research Institute)

"Artificial meat" is synonymous with foods that are not naturally produced and have a similar taste to meat. It is usually divided into two categories: vegetable protein meat and cell cultured meat. The emergence of "artificial meat" on the one hand is to meet the rapidly growing meat demand of consumers, on the other hand, it provides a way to effectively reduce the land occupation of animal husbandry, the use of water resources and greenhouse gas emissions, and solve the problems of environmental protection and sustainable development.

In recent years, the processing technology of vegetable protein meat is becoming more and more mature at home and abroad, and many enterprises have developed vegetable protein meat products with vegetable protein as raw materials. The research on using animal stem cells to produce cells to cultivate meat has also made great progress, and many enterprises have announced that they can develop cells to cultivate meat in the laboratory. Vegetable protein meat has great market potential and a high degree of commercialization. In the future, developing products more similar to real meat has become a direction for the food industry and scientific and technological circles.

In the innovation and development of "artificial meat", it is necessary to increase scientific and technological input and solve the existing scientific and technological problems of "artificial meat". For example, research on the formation mechanism, raw material supply and processing technology of vegetable protein meat should be carried out to build a new research and development system. In the process of industrialization, we pay attention to improving the flavor, texture and nutrition of products, and constantly meet the increasingly diversified needs of consumers. Carry out research on the basic theory and key production technology of cell-cultured meat, and establish a production technology system of cell-cultured meat suitable for human food manufacturing.

While innovating and developing, adhering to product quality and safety is the foundation of the development of "artificial meat". It is suggested that the new ingredients and new production technology added in the production of "artificial meat" should be systematically evaluated for safety, and an independent standard system and an objective supervision system should be formed in the evaluation of product safety and nutritional components, so as to promote the benign development of the industry.

Scientific and rigorous standards are the cornerstone of the healthy development of the industry. In China, the development momentum of vegetable protein meat industry has been formed, and the product categories are relatively mature, but the existing laws and regulations are not suitable for product innovation and industry development; The development of its standard should be carried out as soon as possible, and the definition, classification method and production technology should be clearly defined, which will provide convenience for government supervision and provide reference for the direction of production and innovation of products in the industry. In addition, the research and development of cell-cultured meat in China is still in its infancy, but the development speed is very fast, and the research on standards and supervision methods has just begun; The division of supervisory responsibilities and division of labor system should be clarified, and a strict system of standards and laws should be formed. In addition, public science popularization should be carried out to guide consumers to correctly understand and rationally consume "artificial meat".

Online celebrity food

Strictly guard against the transformation of "red and black"

Interpretation expert: Ma Guansheng (Head of the Department of Nutrition and Food Hygiene, Peking University College of Public Health)

Some sellers make use of social media’s special publicity and marketing methods to dress up homemade food as "online celebrity" food, which is popular in the circle of friends. From home-made delicious food to home-brewed fruit wine, from morning tea snacks to midnight snacks, from beauty soup to dietary remedies, there are all kinds of foods in the circle. Online food attracts waves of consumers with its novel appearance, photos or taste. However, when consumers buy food, they often ignore the quality of the food itself, including raw materials, production date, shelf life and production address.

Due to the special sales channels (such as WeChat circle of friends, micro-stores), online celebrity food has some problems, such as difficult management and lack of effective supervision mechanism. Taking the incident of "there is no milk in milk tea" in online celebrity as an example, China’s national standard "Tea Beverage" (GB/T 21733-2008) defines milk tea drinks and milk tea-flavored drinks as liquid drinks prepared by taking water extract of tea or its concentrated solution and tea powder as raw materials and adding one or more of milk or dairy products, sugar and/or sweeteners, edible milk flavor essence, etc. Although there is a requirement for the protein content of milk tea in this standard (≥ 0.5%), but milk or dairy products are still only one of a variety of optional ingredients, not a hard requirement. Therefore, due to the lack of clear standards for existing milk tea, there is an embarrassing situation that "milk tea does not contain milk", which increases the maneuverability of merchants and brings blind spots to food safety supervision.

It is suggested to improve the supervision mechanism and clarify the responsibilities and supervision methods of all parties in the business activities of non-traditional foods such as online food sales. At the same time, strengthen regular sampling and random inspection, and urge network platforms and production operators to implement the main responsibility. Strike hard at illegal food safety behaviors in online sales, strictly investigate and deal with behaviors such as "brushing the bill" and "false comments", and protect consumers’ rights and safety with strict supervision.

Online celebrity food is mainly sold through the online platform, so the online platform should assume the responsibility of screening and supervision. The network platform should establish a mechanism to help the superior and limit the inferior, strictly control the entry threshold of merchants, inspect and regularly review their retail qualifications and relevant licenses for selling products, and prevent counterfeit and shoddy foods from being sold on the network platform. Food enterprises and individual food producers should strengthen the construction of industrial chain safety, ensure the safety and traceability of product sources, make the product chain clear, and prevent and control risks. As consumers themselves, they should constantly improve their health literacy and food safety literacy, make rational purchases, and not blindly "chase after the red".

probiotics

The efficacy has the specificity of strains and people.

Interpretation expert: Chen Wei (Academician of China Academy of Engineering, Chairman of Probiotics Branch of chinese institute of food science and technology, Vice President of Jiangnan University); He Guoqing (Vice Chairman of chinese institute of food science and technology Probiotics Branch, Professor of Zhejiang University)

Probiotics have a strict definition: they must be living microorganisms, which are beneficial to the health of the host when ingested in sufficient quantities. Moreover, the health function of probiotics should be based on scientific and rigorous clinical trial evaluation and evidence-based medical evidence. At present, tens of thousands of published academic papers have studied the functions of different probiotic strains, confirming that the core function of probiotics is to improve the health of human gastrointestinal tract. In addition, in vitro experiments such as cell model, animal experiments and human experiments show that probiotics may have potential beneficial functions to improve metabolism and nervous system. However, in vitro experiments and the actual human digestive system are completely different worlds, and the results of in vitro experiments can never be used to claim the functions of probiotics. Animal experiments can be used as a reference, but it needs to be confirmed by large-scale and deeper human or clinical experiments.

It is a long-term, rigorous and scientific process for human beings to explore the efficacy of probiotics. At present, there are various probiotic products with claimed functions on the market. However, it should be emphasized that the academic community has reached a consensus that the core function of probiotics is to improve gastrointestinal health.

Generally speaking, the mainstream probiotic strains in the market are all isolated from healthy people and fermented foods with a long history of safe use. Most of them are considered as non-pathogenic symbiotic microorganisms, and their safety has been recognized by authoritative organizations. Of course, for sick individuals, such as patients with severe infection or immunodeficiency, they should be used with caution or consult a doctor.

It should also be noted that the efficacy of probiotics has the specificity of strains and people. There are differences in probiotic efficacy among different strains; There are also differences in physiological regulation of probiotics among different hosts. Therefore, in the future, we should confirm the relevant probiotic functions at the strain level, judge and apply the individual functions of probiotics according to the individual characteristics of different hosts, and pay attention to personalized precise nutrition. Of course, the industrial application of probiotics must also be verified by scientific and rigorous processes. For example, the species, even the genetic composition and basic physiological and biochemical characteristics of the strain are first studied, and then the adaptability, safety and probiotic characteristics of the strain are evaluated in turn, and finally the probiotic dosage and probiotic combination with satisfactory efficacy are selected.

In addition, consumers should choose probiotic-related products scientifically and reasonably. For lactic acid bacteria drinks, consumers should pay attention to distinguish product types when purchasing. According to the relevant standards in China, the labels of lactic acid bacteria drinks should be marked with live bacteria (non-sterilization) or non-live bacteria (sterilization), and they can be distinguished by labels when purchasing. When consumers buy yogurt, they should keep it reasonably according to the label. Low-temperature yogurt should be sold in cold storage. When they return home after purchase, they should put it in the refrigerator as soon as possible and drink it in time to ensure its strain activity.

Probiotics have individual differences in their effects on health, and there is no "all-purpose" probiotic strain, which is suitable for everyone and all physical conditions. We should further strengthen the popular science education of consumers, popularize the professional knowledge of probiotics and clarify the scientific concept of "quantity" of probiotics, so that consumers can rationally choose probiotic products.

Self-heating food

It is necessary to cross the safety hurdle of "self-heating package"

Interpretation expert: Lu Fuping (Vice President of chinese institute of food science and technology and Vice President of Tianjin University of Science and Technology)

Self-heating food is a product that heats food with flameless self-heater and quickly reheates it to edible state. In recent years, a series of self-heating products represented by self-heating hot pot have developed rapidly. Besides the common self-heating hot pot and self-heating rice, there are also self-heating porridge, noodles, rice noodles, soup, etc., which are diverse and meet the urgent needs of consumers for hot food in more consumption scenarios.

Although the safety of self-heating food is generally controllable, the safety risk of "self-heating package" should be paid full attention to. Since self-heating food uses the chemical reaction between heating agent and water to generate heat to heat the food. Occasional phenomena such as "self-heated food rupture" or "unstable temperature of self-heated food" have aroused people’s concern about the safety of self-heated food.

Under the current self-heating technology in China, the chemical self-heating package used for self-heating food is mostly magnesium/iron for military use and aluminum-water for civilian use. No matter what kind of heating package, a small amount of hydrogen will be produced when heating. If individuals eat or a small number of people gather to eat, even in a closed environment, the amount of hydrogen generated by the heating of the heating package is far from the limit that can cause explosion. Under normal circumstances, the normal products will be eaten according to the normal operating procedures, and there will be no risk and safety problems such as cracking. However, if people eat a lot of self-heating food at the same time in a closed environment, or if the vent hole on the self-heating food packaging box is blocked, there may be potential safety hazards, which need to be paid full attention to.

It is suggested to increase the research on the safety of self-heating package and develop a self-heating package with high efficiency and good safety. By developing energy-efficient formula and new heating device, the generation of hydrogen and water vapor can be controlled or reduced, the demand for energy efficiency release and utilization can be improved, and the safety level can be improved. Develop a new type of physical self-heating device, use renewable energy and reduce pollution. In addition, it is necessary to enhance the effectiveness and support ability of the self-heating device in various scenarios.

The rapid development of self-heating food industry has attracted a large number of enterprises to join. However, due to the imperfect standards and specifications of self-heating food, the enterprises that have joined the self-heating food industry are mixed, which seriously affects the healthy development of the industry. At present, only the group standard "Self-heating Convenient Cuisine Products" issued by China Business Federation in 2017. From the perspective of regulating the industry, self-heating food needs more stringent standards to ensure its healthy development. It is understood that the industry is actively exploring how to establish a unified standard, for example, by standardizing the chemical composition and proportion, heating intensity, hydrogen production and other indicators contained in self-heating food heating packages, and making clear requirements for the treatment of final waste, so as to improve the entry threshold of the industry and standardize the healthy development of the industry.

Special medical food

Not for everyone

Interpretation expert: Ren Fazheng (Academician of China Academy of Engineering, Vice Chairman of chinese institute of food science and technology Probiotics Branch, Professor of China Agricultural University)

Special medical food is formula food for special medical use, which is specially processed and prepared to meet the special needs of people with limited eating, digestive and absorption disorders, metabolic disorders or specific disease States for nutrients or meals. It also has a very strict classification, which is currently divided into two categories: people aged from 0 months to 12 months and people over 1 year old.

On the basic functions of special medical food — — At present, there is a broad consensus on nutritional support, including improving the treatment and rehabilitation effect, shortening the course of disease, reducing medical expenses, increasing the turnover rate of hospital beds, and reducing the readmission rate, which can be solved through nutritional support and special medical food. The World Health Organization has proposed that if more money is invested in nutrition and health care, less 8.5 yuan can be spent on treatment and the cost of rescue in 100 yuan can be saved. It can be said that the nutritional support function of special medical food is indispensable in clinic. Of course, it can’t replace drugs.

Special medical food is a new industry in our country, and our government attaches great importance to it, and has made very strict management regulations at the beginning of the industry development. Special medical food should be registered by the food safety supervision and administration department of the State Council, and the formula of special medical food should be based on the research results of medicine and nutrition, and its safety and clinical application effect need to be scientifically confirmed.

According to news reports, some illegal enterprises produce ordinary solid drinks, pass off as special medical milk powder and mislead consumers. This kind of behavior belongs to false propaganda, which should be severely cracked down and strengthened management. In addition, when the special medical food is registered and put on record, the product formula and production technology are strictly regulated. Food enterprises should produce special medical food according to the registered formula, and cannot produce special medical food without obtaining the registered formula and production license.

The demand emphasizes that special medical food is special and not suitable for everyone. Moreover, different special people need different special medical foods. We should strengthen the popularization of special medical food, let consumers know its particularity and eat it according to the doctor’s advice.

Reduce salt, oil and sugar

Science and technology lead, scientific implementation

Interpretation expert: Chen Junshi (Academician of China Academy of Engineering, General Consultant of National Food Safety Risk Assessment Center)

The diet of Chinese residents is high in salt, oil and sugar. "Three reductions" is not an isolated matter, it is an important part of the whole reasonable diet. Whether it is the government supervision department, food industry or consumers, it is necessary to raise awareness and establish the concept of "reasonable diet".

Carrying out the "three reductions" action is not a matter for any department or enterprise, but should be coordinated and promoted by all parties. The government should formulate corresponding policies to lead the "three reductions" action, and catering and food processing enterprises should provide diversified products with different levels of salt, oil and sugar for consumers to choose by reducing the use of salt, oil and sugar. Residents gradually reduce the use of salt, oil and sugar in their daily cooking.

In particular, the food industry and catering industry should accelerate the transformation and upgrading of nutrition according to the health needs of consumers, and take the initiative to take measures to reduce the use of salt, oil and sugar in food. This requires increasing scientific and technological support, laying a solid scientific foundation, solving the problems such as product flavor change and shortened shelf life that may be caused by "three reductions", innovating and developing new foods, and leading a healthy transformation with science and technology. In addition, there are different dietary nutrition problems in different regions and different groups of people, so nutrition science education should be targeted and reflect differentiation. Nutrition intervention should be precise, and the implementation of policies should be based on science and practical. Focus on guiding enterprises to provide more differentiated products for consumers to choose, and guide consumers to choose products that suit them reasonably.

The action of "three reductions" needs to be carried out step by step in line with China’s national conditions, instead of "eating a fat man at one breath". It takes time to change people’s tastes, not quick. The improvement of cooking, methods and food processing technology also takes time, which cannot be achieved overnight, and should be carried out step by step in accordance with scientific laws. The transformation of consumer health concept needs long-term positive guidance and popularization of scientific knowledge. Therefore, the implementation of the "three reductions" action must be gradual, and various problems must be solved step by step.

Food fraud

Counterfeiting detection technology needs to be upgraded

Interpretation expert: Wu Yongning (Chairman of chinese institute of food science and technology Food Authenticity and Traceability Branch, Technical Chief of National Food Safety Risk Assessment Center); Chen Ying (Vice President and Chief Engineer of China Academy of Inspection and Quarantine)

Food quality, food safety and food truth are three attributes of food. The authenticity problems such as food fraud and forgery exist at home and abroad. For example, as the saying goes in China, "selling dog meat by hanging sheep’s head" and the "horse meat passing off as beef" that happened in Europe a few years ago. The World Health Organization once pointed out that apart from food-borne diseases, more and more food fraud and food fraud problems need to be paid attention to.

Ensuring the authenticity of food is not only to protect public health, but also a necessary measure to curb the market chaos of "bad money drives out good money", standardize the market competition order and boost food consumption confidence. At present, China has basically met the public’s requirements for the quantity and quality of food, and the concern for food safety has reached a higher level. However, for a long time, the investment in food authenticity technology is relatively lacking, and it is difficult to guarantee the scientific supervision of "food authenticity". If food fraud is "a magic height of one foot", then the detection technology of counterfeit identification must be "a magic height of one foot".

It is suggested to increase the scientific and technological investment in food authenticity research and overcome the technical difficulties and supervision problems of food authenticity. At the same time, speed up the transformation of technical standards of food authenticity, formulate corresponding detection methods and standards, and provide technical support for scientific supervision of food authenticity in China.

On January 1st, 2020, China adjusted import tariffs on some commodities.

On January 1st, 2020, China adjusted import tariffs on some commodities.
Expanding imports, people choose more.

In order to actively expand imports, stimulate import potential and optimize import structure, China will implement a provisional import tax rate lower than the MFN rate for more than 850 commodities from January 1, 2020.

Among the four types of tax rates involved in this tariff adjustment plan, the most-favored-nation tax rate, agreed tax rate and preferential tax rate are implemented step by step according to the multilateral tariff agreements and trade preferential arrangements that have entered into force. The provisional tax rate adjustment is implemented according to the needs of domestic development.

What impact does this tariff adjustment have on residents’ lives and the development of related industries and industries? What role does it play in promoting China’s opening up? The reporter interviewed relevant experts and scholars.

Promote a higher level of opening up.

According to the negotiation results of expanding the product range of information technology agreements under the WTO framework, on July 1, 2020, China implemented the fifth step of reducing the MFN tax rate of some information technology products.

Experts said that in December 2015, 24 WTO members, including China, the United States, Europe, Japan and South Korea, reached an agreement on expanding the product range of the Information Technology Agreement, and gradually canceled the import tariffs on 201 information technology expanded products according to the most-favored-nation treatment principle. These products mainly include information and communication products, semiconductors and their production equipment, audio-visual products, medical devices, instruments and meters, etc. The annual global trade volume is about 1.3 trillion US dollars, and the trade volume of these products in China accounts for about a quarter of the world. From September 2016 to July 2019, China has successively implemented four steps of tax reduction according to the agreement. The fifth step of tax reduction involves 176 products. After the tax reduction, the tax rate of most products has been lower, for example, the tax rate of rangefinders has been reduced from 3% to 1.5%, and the tax rate of color B-ultrasound has been reduced from 2.5% to 1.9%.

Experts said that the smooth implementation of this achievement will help Chinese enterprises using information technology products to reduce costs, improve production efficiency and move towards high-end industries, and will also effectively promote the development of global trade, investment and information technology.

According to the free trade agreements or preferential trade arrangements signed between China and relevant countries or regions, in 2020, China will continue to implement the agreed tax rate on some commodities originating in 23 countries or regions. Among them, the free trade agreements between China and New Zealand, Peru, Costa Rica, Switzerland, Iceland, Singapore, Australia, South Korea, Georgia, Chile and Pakistan and the Asia-Pacific Trade Agreement have been further reduced.

Experts said that on December 1, 2019, the second phase protocol of the China-Pakistan Free Trade Agreement came into effect, and the tariff concessions will be implemented from January 1, 2020. This is not only an important measure to implement the consensus of the leaders of the two countries and further enrich and enrich the all-weather strategic partnership between China and Pakistan, but also a vivid practice to promote the construction of the Belt and Road Initiative and build a community of human destiny.

The preferential tariff rate involved in this tariff adjustment refers to the tax rate applied to unilaterally give special preferential tariff treatment to the least developed countries concerned. In 2020, except for Equatorial Guinea, which graduated from the least developed countries for three years and stopped enjoying preferential treatment, other least developed countries that have established diplomatic relations with China and completed the exchange of letters will continue to enjoy preferential zero-tariff treatment.

Better meet the needs of people’s lives

The provisional import tax adjustment in 2020 will appropriately reduce the tariffs on some consumer goods to better meet people’s living needs.

First, the provisional import tax rate for frozen pork is reduced from the current 12% to 8%, aiming at promoting the domestic pork market to increase supply. At the same time, in order to support the domestic pig industry to resume production, in 2020, we will continue to implement zero tariffs on miscellaneous meals involving 10 tax items.

The second is to implement zero tariffs on some drugs and APIs to further reduce the drug burden of patients with chronic diseases.

In this tentative tax rate adjustment plan, zero tariffs will be imposed on drugs for treating asthma and raw materials for producing new diabetes drugs, such as Engelgin, Liggliptin and Vigliptin. Experts said that at present, COPD has become a chronic disease equivalent to hypertension and diabetes, and the demand for drugs is increasing. Implementing zero tariffs on these drugs and APIs can reduce the burden of patients.

The third is to reduce the import tariffs on some fruits and juices, and further enrich the people’s dining tables.

From 2016 to 2018, China’s provisional import tax rate on fresh avocados was reduced to 7% twice. From 2020, the import tariff rate of frozen avocados will be reduced from 30% to 7%, which is consistent with the tax rate of fresh avocados, enriching the varieties of imported avocados in the domestic market.

From 2020, China will reduce the import tariff of large packaged non-frozen orange juice from 30% to 15%. According to industry insiders, this adjustment not only considers reducing the production cost of beverage enterprises, but also takes into account the development of domestic fruit planting industry.

Boost high-quality economic development

Appropriately reduce import tariffs on advanced technologies, equipment, spare parts and raw materials, and promote high-quality economic development. In 2020, the tariffs on products such as semiconductor testing sorting and braiding machine, ferroniobium, hydraulic torque converter and aluminum valve core for automatic transmission of some motor vehicles, dispersion liquid for photoresist and culture medium will be reduced. Experts pointed out that the implementation of the provisional tax rate for these products is conducive to the development of high-tech industries such as integrated circuits, aerospace, automobiles, communications, electronics and biology, and helps the transformation and upgrading of related industries.

Wu Songquan, chief expert of China Automotive Technology and Research Center, believes that hydraulic torque converter and high-precision aluminum valve core are key core components of automotive automatic transmission, but there is a big quality gap between domestic products and similar foreign products at present, and the whole industry still has to rely heavily on imports. The implementation of the provisional tax rate on the import of these two auto parts can reduce the import cost, help reduce the price of domestic automatic transmissions and improve market competitiveness. "The implementation of the provisional tax rate has also sent a clear signal that the state will adopt various means including tariffs to promote the transformation and upgrading of the automobile industry and high-quality development." Wu Songquan said.

Culture medium is an important raw material for the development of biomedicine, and antibody biopharmaceuticals produced by culture medium have special effects on the treatment of major diseases such as tumors. After the implementation of the universal two-child policy in China, residents’ demand for assisted reproductive media has also increased rapidly. Experts said that because the domestic production technology is still immature, the current culture medium mainly depends on imports. Reducing the import tariff of culture medium from 3% to 2% from 2020 will be beneficial to drug innovation and biotechnology development in China.

Protect the environment, reduce import tariffs on some wood and paper products, and cancel the provisional import tax rate on solid waste and broken materials. From 2020, China will set a provisional import tax rate for more than 150 kinds of wood and paper products, which will be reduced from about 5.3% to about 3.2%, involving fiberboard, plywood, particleboard, wood floor, cork products, corrugated base paper and kraft paper.

Experts pointed out that wood and paper products are renewable resource products, which consume energy and water in the processing process, and are prone to dust and other problems, polluting the environment. Due to the rapid development of express delivery industry, the demand for packaging materials for paper products in China has soared in recent years. Setting a tentative tax rate is conducive to saving domestic timber resources, protecting the environment, introducing foreign products, making the domestic market more competitive, and promoting the transformation and upgrading of domestic forest products and paper industry.

At the same time, in order to protect the safety of ecological environment and people’s health, since January 1, 2020, China has deleted tungsten scrap and niobium scrap from the scope of application of the current provisional import tax rate. After the cancellation, the import tax rate of these two kinds of goods has increased from 1% to 3%. (Reporter Qu Zhehan)

It is difficult to charge and store. How does the owner of electric bicycle insist on "pushing the cart into the house"?

Residential buildings are high-risk places for electric bicycle fires. According to the "Regulations on Fire Safety Management of High-rise Civil Buildings" issued and implemented by the Emergency Management Department in 2021, parking or charging of electric bicycles is prohibited in public halls, evacuation walkways, stairwells, safety exits and other places of high-rise buildings. Then why do car owners insist on "pushing cars into the house"? Why do you need to charge at home?

Not long ago, reporters also visited all parts of the country and found that it is still common for residents to bring electric bicycles or batteries into indoor charging illegally. The reporter learned that the lack of public charging facilities is the main pain point encountered by residents when using cars.

Insufficient public charging facilities are the main pain points.

In an old residential area in Tianjin, the reporter saw that it is more common for residents to put electric bicycles in the corridor at will or push them into the elevator. Although some residents parked their cars outside the building, they still took the batteries home to charge them for convenience.

In a community in Fengtai District, Beijing, the reporter saw that although public charging facilities for convenience have been set up next to residential buildings, and electric bicycles are reminded with eye-catching slogans that "do not enter the building and do not enter the house", some residents still turn a blind eye to this.

In a community in Dongsha Street, Liwan District, Guangzhou, some residents still push their electric bicycles into their homes to charge, knowing the risks.

In the street park of the nearby community, although a public charging area with more than ten charging ports is also provided, when the reporter visited, he did not see an electric bicycle charging here. In addition to spending more money, residents say that they sometimes want to use it, and they can’t find a vacancy. Even some non-rechargeable vehicles often stop in the shed to occupy a position.

Problems such as potential safety hazards reflected by residents and insufficient public charging facilities. The staff of the local community neighborhood Committee said that they would try their best to persuade illegal charging behavior during daily inspections. As for the expansion of public charging facilities, in addition to security factors such as anti-theft and fire prevention, it is also faced with problems such as limited space in old communities and the inability to distance itself from residential buildings. At present, it is difficult to advance.

Car owners do not pay attention to the safety of electric bicycles.

The reporter learned that in addition to the many car pain points mentioned in the above film, there is another aspect, that is, many car owners lack sufficient attention to the safety of electric bicycle batteries and insufficient understanding of battery quality. According to the statistical analysis of the National Fire and Rescue Bureau, the main causes of electric bicycle fire include battery overcharge, battery monomer failure, short circuit of electrical circuit and so on. It can be seen that battery quality is particularly critical. In particular, old batteries and modified batteries that have been used for a long time have no small safety hazards. Therefore, battery inspectors have also done relevant tests.

In order to test the difference of charging safety factor between an old battery and a new battery, inspectors first disassembled a common lithium battery for electric vehicles, and it can be seen that the battery is actually composed of 10 battery cells. Subsequently, the inspectors put two new batteries that have been disassembled separately and the old batteries that have been used for a long time into the experimental box at the same time, and carried out charging tests at a fixed temperature and under the same conditions.

Li Zhaoyang, Senior Engineer of Battery TestingThis orange curve is the temperature change of aging battery, and the blue curve is the temperature change of new battery. It can be seen that the temperature of aging battery rises faster than that of fresh battery when charging, which is 1℃~2℃ higher on average.

The inspectors also simulated the collision that may be encountered in the daily use of the battery and conducted a pressure test. It can be seen that the squeezed battery first appears obvious internal cracking sound, and then suddenly bursts. Then there was smoke coming out of the battery, and then it exploded and caught fire.

Huang Huanjie, Executive President of Guangzhou Electric Bicycle Industry AssociationWe also participated in the investigation of some fire cases, and found that the main problems were some small brand batteries, or some batteries with "three noes" products, which were refurbished and reassembled from old batteries.

Industry insiders remind that battery overcharge may lead to battery performance degradation, shorten battery life and even damage the battery, leaving hidden dangers. In addition to developing good habits, car owners must choose regular manufacturers when buying batteries for electric bicycles. Even if it is a new battery, it should be inspected or replaced within six months to two years.

In the face of the fire caused by electric bicycles, many netizens left messages on the Internet expressing concern. Poke the video and see what the netizens say.

All localities actively explore the experience and practice of combining "dredging" and "blocking"

According to the data of China Bicycle Association, by the end of 2022, the number of two-wheeled electric bicycles in China has reached 350 million, which is equivalent to one electric bicycle for every four people. With the popularity of electric bicycles and frequent accidents, it also puts forward new challenges and requirements for the original order and management of the city.

Experts said that in addition to improving the regulations and standards for electric bicycle parking and charging in relevant places from the legislative level, the relevant departments should actively explore the experience and practice of combining "sparse" and "blocking".

In Suzhou, the local government, functional departments and social subjects’ legal responsibilities have been defined for the production, sales, parking, charging and management of electric bicycles. At the same time, the civil air defense measures should be improved in conditional communities, with 24-hour remote video monitoring devices and independent smoke fire detectors.

Shen Qiuning, a community workerWe have also purchased "three defenses" insurance for residents. The so-called three defenses are fire prevention, theft prevention and loss prevention. If our vehicle is stolen in the process of using the charging facilities, or there are losses for other reasons, we can give a subsidy of up to 2000 yuan per vehicle when taking insurance.

In Fengtai District, Beijing, the local fire department is actively promoting the streets and property units under its jurisdiction to install intelligent ladder control systems in this community. With the help of the intelligent camera installed in the elevator box, the system accurately controls the electric bicycle and battery to "go upstairs by ladder" by means of "algorithm identification+sound and light alarm".

In terms of promoting the construction of electric bicycle charging facilities, Beijing also plans to build another 200,000 public charging interfaces in 2024 on the basis of the 950,000 public charging interfaces already built, so as to solve the charging pain of car owners.

Close-up: When vegetables "sit" on the bus: Shanghai fully protects the dining table of 25 million citizens.

Xinhua News Agency, Shanghai, April 3 (Reporter Xu Xiaoqing, Zhou Rui, Wang Jingyuan) There are no passengers in the empty bus compartment, only vegetables, fruits, meat and eggs are transported. This was unexpected before Master Bian, who had been driving for 15 years on the bus line across Huangpu River.

Bus No.986 of Pudong Bus Company, which is equipped with the "Shanghai Living Materials Guarantee" pass, recently welcomed a group of special "passengers" — — Vegetables, eggs, pork, etc., these fresh "passengers" are sent directly to several residential areas in Pudong, which are undergoing global static management.

Since March, the number of confirmed cases and asymptomatic infected people in COVID-19 has increased significantly. Since March 28th, a new round of nucleic acid screening has been implemented in batches in Shanghai with Huangpu River as the boundary. Pudong and Puxi are the first, and the living materials and people’s livelihood security of nearly 25 million Shanghai residents have become the top priority.

According to the arrangement of government departments, some 986 buses temporarily bid farewell to the familiar cross-river routes, and the drivers "transformed" into vegetable delivery personnel through the major communities in Pudong, and cooperated with the collection and distribution points in Hema Community to deliver materials.

"In the past, Puxi Pudong has been driving back and forth, from Sinan Road in Huaihai Middle Road to Jiangyue Road in Pudong. It was really lively along the way. I am not used to driving on such an empty road these two days." Master Bian said that everyone has taken the bus. It’s really the first time to carry only vegetables and eggs.

As a supplier, Master Bian carries out regular nucleic acid tests every day to confirm his health before entering a new day’s work. Sitting in the driver’s seat of the "vegetable bus", he insisted on his old costume, wearing a uniform and tie, and at the same time wearing a tight mask and disinfecting his hands. Master Bian calculated that a trip to the special supply line can deliver more than 200 bags of daily necessities, and with more than 10 buses joining, Master Bian and his driver partners can serve thousands of households every day.

"Thanks to the old drivers for their help!" Box Horse Platform recently posted a message on its official website thanking the drivers of these temporary "vegetable buses". This model has also been extended to some areas of Puxi, Shanghai.

The "vegetable bus" is one of many new measures to ensure the dining table of 25 million citizens in Shanghai under this round of epidemic.

Gu Jun, head of the material support group of the Shanghai Leading Group for Epidemic Prevention and Control and director of the Municipal Commission of Commerce, said that Shanghai has not only established a special service support team and set up a 24-hour service support hotline to respond to the "urgent, difficult and worrying" problems in the provision of living materials in a timely manner, but also tried its best to ensure the normal operation of the supplier enterprises, the normal traffic of the supplier vehicles and the normal employment of the supplier personnel.

Moving goods, tally and delivery … … In the past few days, the Metro store in Putuo District of Shanghai has been extremely busy, with vegetable packaging and transportation workers sweating like rain, in sharp contrast to the quiet urban community. Chen Zhiyu, deputy CEO of Metro China, said: "Now all employees are on duty, striving to ensure supply. Our shopping malls in Pudong and Jinshan have recalled all employees to the store in advance. "

Ding Dong buys vegetables. The big warehouse of fruits and vegetables in Pudong New Area of Shanghai is still brightly lit in the early hours of the morning, and hundreds of processing lines are running continuously and busily. According to the relevant person in charge, in response to the new round of closure and control, Ding Dong bought food in a timely manner to supplement and deploy employees, and there were thousands of front-line security employees serving the whole city of Shanghai.

In April, agricultural products from Anhui, Zhejiang, Shandong, Jiangsu, Yunnan and other places are constantly heading for Shanghai. Under the epidemic situation, the lack of transportation capacity has become a major difficulty in ensuring the "vegetable basket". Transport modes such as "vegetable bus" are just to get through the "last mile" of delivery to home.

Chen Zhiyu said that Metro’s online delivery range has been expanded from 5 km to 7 km. If you are hungry, the platform will cooperate with fresh merchants such as Daily Youxian and RT Mart to increase the capacity.

Master Bian, the bus driver, hopes that his temporary status as a "vegetable bus" driver can help more families, and also hopes that the city will overcome the epidemic as soon as possible and the daily bus lines connecting the two sides of the Huangpu River will resume as usual.
