Rescue, Resettlement and Entrance Examination —— Directly hit Lushan, Sichuan 24 hours after the earthquake

Xinhua News Agency, Chengdu, June 3 rd At around 17: 00 on June 1 ST, earthquakes of magnitude 6.1 and 4.5 occurred in Lushan County and Baoxing County of Ya ‘an City, Sichuan Province. Twenty-four hours have passed, and all rescue efforts have been active and effective, and the local people affected by the earthquake have begun to return to normal life.

The magnitude 6.1 earthquake in Lushan County is about 10 kilometers from the epicenter of the magnitude 7.0 earthquake that occurred in Lushan, Sichuan on April 20, 2013. 13,081 people in Ya ‘an City were affected by the disaster, three county roads were interrupted, and about 12 kilometers of roads from Macaopo to Fengtongzhai of National Highway 351 were interrupted; Some communication and power facilities were damaged and 135 houses were seriously damaged.

"When I shook it, I was picking tea on the mountain. If I hadn’t grabbed the tea tree, I almost sat on the ground." Yang Jinmei, a 51-year-old villager from Shengli Village, Taiping Town, Lushan County, said.

Yang Jinmei’s husband and two children were both working or studying in other places, and she was the only one at home during the earthquake. However, she was quickly led to a safe position by the village cadres who came to the rescue and was settled in the resettlement site of Taiping Middle School in Taiping Town, Lushan County.

Gong Bing, deputy mayor of Ya ‘an Municipal Government, said that on the night of June 1, 61 relocation sites, including Baoxing Middle School, Baoxing Gymnasium and Fenghe Village Committee of Lushan County, were set up overnight in the local area, and all 8 townships and towns in the area with earthquake intensity of 7 degrees were evacuated, and 12,722 people were resettled.

"We have urgently dispatched 400 tents, 2,000 beds of quilts and 400 tent lights to the disaster area. Organize the transportation of grain, oil, vegetables, clothing, medicines and other materials to ensure the supply of basic living materials at resettlement sites. " Gong Bing said that the local authorities also focused on the basic situation of key groups such as left-behind children and widowed elderly people in the disaster-stricken areas, and organized party member cadres in the disaster-stricken areas to lead the masses to fight disasters and save themselves.

The reporter learned in an interview in front that after the earthquake, Ya ‘an City quickly mobilized more than 4,600 rescue forces such as public security, fire rescue, armed police and medical rescue in cities and counties to carry out dragnet inspections and search and rescue, and many rescue forces in the surrounding areas also quickly assembled at the epicenter. The medical team has formulated a "one-on-one" plan to rescue 41 wounded people. The medical and health departments have carried out food hygiene and environmental monitoring at 7 living resettlement sites in Taiping Town, Lushan County, the epicenter; The traffic group has seized Lushuang Road and Danan Road in Tongxian County, and the highways, bridges and tunnels are all in normal traffic. The power group has rushed through all the main transmission lines and restored power supply to more than 48,000 households; Damaged base stations and optical cables are being urgently repaired, and communication has basically resumed.

The earthquake happened at the time of "June 1" International Children’s Day. The reporter learned in many places in the affected areas that children have been well protected and taken care of.

The reporter saw at the resettlement site of Baoxing Middle School in Baoxing County, Ya ‘an earthquake-stricken area, Sichuan Province, that more than a dozen children, including five and a half-year-old Chen Hongyi, were painting in a tent, and volunteers from the local psychological society were here to accompany the children and give them psychological counseling.

"I don’t feel so scared here today." Chen Hongyi said.

When Hu Yunhao of Baoxing Experimental Primary School was sent to the resettlement site, he also brought his pet hamster "Xiaobai".

The college entrance examination is only a few days away. Although the earthquake disrupted the pace of review, the senior three students in the temporary classroom of Baoxing Middle School, accompanied and guided by teachers, actively reviewed and prepared for the exam.

The Dragon Boat Festival is coming on June 3rd. At the resettlement site of Baoxing Middle School, Min Xingyan, a 36-year-old community worker, packed zongzi, and her colleagues were too busy informing residents to apply for materials to attend the holiday with their families.

Gong Bing said at the news conference that it is necessary to resolutely ensure that the affected people have food, clean water, clothing, temporary safe shelter and medical services. Do a good job in the college entrance examination and senior high school entrance examination to ensure that candidates take the exam safely and orderly.

As of around 17: 00 on June 2, a total of 4 people were killed and 41 injured in the earthquake in Ya ‘an.

The mountainous area in northwest Sichuan is located on the earthquake fault zone. Wang Gang, director of Sichuan Key Laboratory and director of Chengdu Institute of High-tech Disaster Reduction, analyzed that the quality of houses rebuilt after the 7.0 earthquake in Lushan, Sichuan Province in 2013 was guaranteed, which was the most important reason why a large number of houses collapsed and caused casualties. Timely earthquake monitoring and early warning, strict compliance with seismic fortification standards, proper exercise and publicity at ordinary times, and rapid emergency rescue are the main reasons for the large earthquake in Sichuan in recent years, but the casualties are not serious.

The local authorities are investigating potential safety hazards such as geological disasters, dilapidated houses and collapsed mountains. (Reporter: Ren Yong, Wu Guangyu, Dong Xiaohong, Xiao Yonghang, Lu Youyi, Li Like, Zhang Hailei, Hu Xu, Tong Fang)

Keep pace with the times, determine the reform objectives and tasks, and provide institutional guarantee for Chinese modernization

General Secretary of the Supreme Leader pointed out: "To further deepen the reform in an all-round way, we must closely focus on the theme of promoting Chinese modernization." The Central Committee of the Communist Party of China’s Decision on Further Comprehensively Deepening Reform and Promoting Chinese Modernization (hereinafter referred to as "Decision"), which was deliberated and adopted by the Third Plenary Session of the 20th CPC Central Committee, drew a grand blueprint for further comprehensively deepening reform and opening up a broad prospect of Chinese modernization, defined the overall goal and main tasks of further comprehensively deepening reform, and led the reform and opening up to always advance in the right direction.

The historic leap of two epoch-making "Third Plenary Sessions"

The "Decision" clearly defined the importance and necessity of further deepening the reform in an all-round way, and emphasized the important historical position of the Third Plenary Session of the Eleventh Central Committee of the Party and the Second Plenary Session of the Eighteenth Central Committee of the Party: the Third Plenary Session of the Eleventh Central Committee of the Party was epoch-making and opened a new era of reform, opening up and socialist modernization. The Third Plenary Session of the 18th CPC Central Committee is also epoch-making, which has opened a new journey of comprehensively deepening reform, systematically designing and promoting reform in the new era, and created a new situation of China’s reform and opening up. This is of great significance for us to deeply understand and grasp the importance and necessity of further comprehensive deepening reform.

In the early days of reform and opening up, the development level of China’s productive forces was relatively low. The core task of reform is to liberate and develop productive forces, promote rapid economic development, improve people’s living standards and enhance the country’s economic strength as soon as possible. Comrade Deng Xiaoping pointed out: "Poverty is not socialism" and "We should catch up with the times, which is the goal of reform". In the 1980s, the reform of household contract responsibility system in rural areas, the reform of enterprise contract system in cities and a series of reforms of price mechanism were all important measures to increase commodity factors and market factors and enhance incentive mechanism and economic vitality under the framework of planned economy system. Since then, the Third Plenary Session of the Twelfth Central Committee of the Communist Party of China has made the "Decision of the Central Committee of the Communist Party of China on Economic System Reform", emphasizing that China has implemented a "planned commodity economy on the basis of public ownership"; The Third Plenary Session of the 14th CPC Central Committee made "the Central Committee of the Communist Party of China’s Decision on Several Issues Concerning the Establishment of a Socialist Market Economic System", emphasizing "making the market play a fundamental role in the allocation of resources under the macro-control of the state"; The Third Plenary Session of the 16th CPC Central Committee made "the Central Committee of the Communist Party of China’s Decision on Several Issues of Perfecting the Socialist Market Economic System", emphasizing "giving full play to the basic role of the market in resource allocation to a greater extent". Under the guidance of these programmatic reform documents, China’s reform revolves around establishing and improving the socialist market economic system. The reform of national macro-control mode, factor market, labor market, state-owned enterprises, fiscal and taxation system and social security system are all aimed at mobilizing the enthusiasm of individuals, enterprises and localities, liberating and developing productive forces and promoting sustained and rapid economic development.

The Third Plenary Session of the 18th CPC Central Committee held in 2013 made "the Central Committee of the Communist Party of China’s Decision on Several Major Issues of Comprehensively Deepening Reform", aiming at implementing the strategic plan of the 18th CPC National Congress on comprehensively deepening reform. This plenary session made arrangements for comprehensively deepening the reform, and made it clear that the overall goal of comprehensively deepening the reform is to improve and develop the Socialism with Chinese characteristics system and promote the modernization of the national governance system and governance capacity. At the same time, the plenary session emphasized that "the reform of economic system is the focus of comprehensively deepening reform, and the core issue is to properly handle the relationship between the government and the market", and put forward an important new expression of "making the market play a decisive role in the allocation of resources and giving better play to the role of the government". Since then, China’s reform has embarked on a new journey of deepening the reform in an all-round way with the emphasis on deepening the economic system reform and promoting the reform through overall system design. It not only emphasizes the liberation and development of productive forces, but also emphasizes the improvement and development of the Socialism with Chinese characteristics system and the modernization of the national governance system and governance capacity.

This epoch-making change has a profound realistic background and concept guidance. After more than 30 years of reform and opening up, some deep-seated institutional problems and barriers to solidification of interests have become increasingly apparent, and reform has entered a critical period and deep water areas. It has become the common requirement of the whole society to comprehensively deepen reform, solve problems and promote development. For example, getting rid of poverty, promoting common prosperity, promoting environmental protection and ecological construction are all major issues that need to be solved urgently. If these problems are not solved, it will not only affect the realization of the goal of building a well-off society in an all-round way, but also affect the people’s sense of happiness and security. Therefore, it is necessary to put it on the important agenda, push forward the reform with real guns and knives, highlight the system construction, and constantly promote the self-improvement and development of Socialism with Chinese characteristics’s system. At the same time, China is still in the primary stage of socialism, and development is still the key to solving all our problems. Therefore, we must further emancipate our minds, emancipate and develop social productive forces, emancipate and enhance social vitality, resolutely get rid of the shortcomings of various institutional mechanisms, and strive to open up broader prospects for the cause of Socialism with Chinese characteristics.

Promoting three "better adaptations" can provide institutional guarantee for Chinese modernization.

Further deepening the reform in an all-round way is not only a continuation of the practice of comprehensively deepening the reform since the Third Plenary Session of the 18th CPC Central Committee, but also a new chapter in the era of promoting Chinese modernization in the new journey. The overall goal of further comprehensive deepening reform proposed in the Decision is to continue to improve and develop the Socialism with Chinese characteristics system and promote the modernization of the national governance system and governance capacity, and in the "guiding ideology of further comprehensive deepening reform", it is proposed that "the relations of production and productivity, superstructure and economic base, national governance and social development should be better adapted to provide a strong impetus and institutional guarantee for Chinese modernization". Promoting three "better adaptations" is an important expression in the Decision. It is not only the progress of the reform goals of the past two landmark Third Plenary Sessions, but also a high summary of the situation and tasks facing the next reform based on building a socialist modernization power in an all-round way. In particular, "better adaptation of state governance and social development" is an important new formulation of this plenary session, which embodies the governance concept and requirements that match the new situation and new tasks in the new era of modernization.

Continuing to emancipate and develop productive forces requires simultaneous efforts to make the relations of production and productive forces, superstructure and economic base better adapt. To liberate and develop productive forces, we should not only "break" but also "establish". We still have many shortcomings to fill in the system construction. The "Decision" proposes to improve the basic system of market economy, including property rights system, market access system, social credit system and supervision system. These are the basic guarantees for the effective operation of the socialist market economy, including many important new requirements. For example, it is proposed to protect the economic property rights of all kinds of ownership equally and for a long time according to law. The expression "long-term" highlights that protecting the economic property rights of all kinds of ownership is not an expedient measure and will not change, giving all kinds of investors and entrepreneurs long-term confidence and expectations. For another example, in the part of building a unified national market and improving the macroeconomic governance system, many contents of institutional mechanism construction are put forward. For another example, private enterprises are required to build a system, and support and guide private enterprises to improve their governance structure and management system, and strengthen enterprise compliance construction and integrity risk prevention and control.

In view of the primary task of high-quality development, the Decision has deployed a number of reform tasks. At present, the incentive and restraint mechanism to promote high-quality development is still not perfect, and it faces many institutional and institutional obstacles and bottlenecks, which need to be solved by further comprehensively deepening reforms. For example, in the operation of the market, we have made great efforts to encourage entry into the market, but the institutional arrangements for exit from the market are still not perfect, which is not conducive to the market to play the role of survival of the fittest and improve the quality of development. The "Decision" proposes to improve the enterprise bankruptcy mechanism, explore the establishment of an individual bankruptcy system, promote the reform of enterprise cancellation, and improve the enterprise withdrawal system. Only by successfully eliminating the low-efficiency and low-competitiveness productive forces can we really promote the agglomeration of various advanced production factors to the development of new quality productive forces, greatly improve the total factor productivity, and provide new endogenous motivation and institutional guarantee for high-quality development.

To solve outstanding problems, we should not only persevere and overcome difficulties, but also establish rules and regulations and form long-term institutional mechanisms. This is because the reform measures to deal with outstanding problems often involve stock adjustment, and the interest relationship is complicated, which will inevitably encounter difficulties and challenges. Standardizing the order of income distribution and promoting common prosperity involves not only the problem of making a big cake and dividing it well, but also the problem of initial distribution and redistribution. Different subjects are in different positions, and their views are inconsistent. In addition, changes in economic development speed, capital flow tendency, local government preferences and other situations will affect the income distribution pattern. In view of the outstanding problems, the "Decision" insists on solving them by promoting institutional arrangements. For example, it is proposed to improve the tax system that is conducive to high-quality development, social equity and market unity, and optimize the tax structure, which has clearly defined the direction and measures for deepening the reform of the fiscal and taxation system. For another example, it is proposed to standardize the laws and regulations of local investment promotion, and it is strictly forbidden to give preferential policies in violation of laws and regulations. This is an institutional constraint on local investment promotion by building a unified national market.

Social progress brings diversified demands, which requires better adaptation between national governance and social development. Promoting "better adaptation between state governance and social development" is an important new formulation in the Decision, which embodies our Party’s profound understanding and grasp of new problems and challenges arising in the process of economic development and social progress. With the improvement of China’s economic development level and national education level, how to correctly handle the relationship between social vitality and social order is very important. Both practice and theory show that the period of modernization development is a period of simultaneous increase of social vitality and unstable factors. For example, the development of education has improved people’s literacy rate and education level, and increased the influence of the media on people. As people’s horizons are higher and farther, their expectations will continue to grow and expand, which is likely to exceed their ability to meet these expectations. Another example is that economic development will increase the geographical mobility of population, make the distribution of population and resources more balanced, and at the same time break the original social stability mechanism. With the increase of the population flowing from rural areas to cities, if the relevant supporting services can’t keep up, it will not be able to better meet the people’s expectations of integrating into cities. The "Decision" has made many major reforms and arrangements for these new problems, and proposed to improve the system and mechanism of urban-rural integration development, promote the equal exchange and two-way flow of urban and rural factors, narrow the differences between urban and rural areas, and promote the common prosperity and development of urban and rural areas; We will implement the system of providing basic public services by registered permanent residence accounts,Promote qualified agricultural transfer population social insurance, housing security, compulsory education for accompanying children, etc. to enjoy the same rights as the registered population in the place of migration, and accelerate the urbanization of agricultural transfer population; Wait a minute. To further comprehensively deepen reform, while giving consideration to fairness and efficiency, we should also give better consideration to vitality and order, and promote better adaptation between national governance and social development.

To properly handle the relationship between state governance and social development, it is necessary to promote the whole society to be both vibrant and orderly in the process of profound and complicated social progress and change. Therefore, we should make great efforts in system construction to meet the people’s growing needs in democracy, rule of law, fairness, justice, security and environment, and form a normalized system and mechanism to coordinate social interests, guard against social risks, resolve social contradictions and maintain social stability. This puts forward new requirements for the ability and level of protecting citizens’ rights, maintaining social justice and maintaining social security. For example, the "Decision" proposes to establish a minor criminal record sealing system, which is a concrete reform measure of the criminal justice system, highlighting the important concept of the state to strengthen judicial protection of human rights, especially to protect the legitimate rights and interests of people at fault, and is of great significance for minimizing social opposites and turning negative factors into positive ones. There are many reforms and arrangements in the Decision that reflect the new pattern of economic development, the new concept of social progress, and the new requirements of the people, all in order to let the people experience the level of national governance that matches the modern country from one specific reform measure.

In a word, there are many major theoretical innovations in the Decision. These innovations are based on an accurate grasp of the historical position of further deepening the reform in an all-round way, a deep understanding of the relationship between the China characteristics of Chinese modernization and the general laws of modernization, and a foresight of the new opportunities and challenges that may be faced in the modernization journey. They are another important document with symbolic and groundbreaking significance in the history of China’s reform and opening up. The comprehensive implementation of the major reform tasks proposed in the Decision will certainly provide a strong impetus and a solid institutional guarantee for promoting Chinese modernization.

All departments in the Yangtze River Basin have implemented the strictest fishing ban and strengthened the resettlement of fishermen.

CCTV News:In fact, it has been 14 years since it was first proposed that the Yangtze River basin should be banned for a long time, and now it has been officially implemented. It can be seen that it is not a simple matter that the policy can be implemented now. It is undoubtedly people, especially fishermen, who are most affected by the ban on fishing.

At the beginning of 2019, the Ministry of Agriculture and Rural Affairs, the Ministry of Finance and the Ministry of Human Resources and Social Security jointly issued the "Implementation Plan for the Prohibition of Fishing in Key Waters of the Yangtze River Basin and the Establishment of Compensation System", which is an extremely important step to finally realize the prohibition of fishing in the Yangtze River.

Yu Kangzhen, Vice Minister of Agriculture and Rural Affairs:The overall goal is to actively and steadily guide the retired fishermen to change jobs and start businesses, effectively protect the basic livelihood of fishermen with employment difficulties, and ensure that the retired fishermen can move out, live steadily and be well-off.

As the longest river in Asia, which flows through 11 provinces, municipalities and autonomous regions in China, the former glory of the Yangtze River has been replaced by the sound that "there are no fish in the Yangtze River" and "the Yangtze River is sick". As one of the main tributaries of the middle and lower reaches of the Yangtze River, Poyang Lake, the largest freshwater lake in China, is under pressure of no fishing. In Poyang Lake alone, the ban on fishing involves more than 100,000 fishermen. Among them, there are 9,593 professional fishermen who have no land and can only make a living by fishing, accounting for nearly 50% of the whole ban on fishing.

Zhang Jinbao, Director of Fisheries and Fishery Bureau of Jiangxi Provincial Department of Agriculture and Rural Affairs:Our fishermen are highly concentrated, and we have 55 professional fishing villages, among which more than 90% of the nine key counties around Poyang Lake have to complete the task of no fishing.

From 2015 to 2017, 100 local fishermen were investigated by professional sampling survey. The results showed that the annual income of each fisherman exceeded 99,000 yuan.

Zhang Jinbao, Director of Fisheries and Fishery Bureau of Jiangxi Provincial Department of Agriculture and Rural Affairs:99,000 yuan, according to our farmer and fisherman family of four people, the per capita is 25,000. If there are five people, the per capita income is almost 20 thousand, which is much higher than the per capita income of farmers in Jiangxi. It is difficult for fishermen to change jobs. Because most of our fishermen are between the ages of 45 and 55, they have been fishing all their lives, and sometimes they even walk faster on the boat than on the shore.

Zhang Jinbao, Director of Fisheries and Fishery Bureau of Jiangxi Provincial Department of Agriculture and Rural Affairs:For example, we use the funds of the central government. First, we recycle fishermen’s production tools, such as boats, nets and hooks. Second, in social security, we can let professional fishermen and part-time fishermen enjoy appropriate social security as a difficult group according to their different situations. Third, in the first year of the ban, we tried to raise funds to solve their temporary living allowance. Fourth, we should publicize and train every fisherman in social security employment, and provide him with suitable jobs as far as possible according to his specialty and his wishes.

Liu Huanzhang, a researcher at the Institute of Hydrobiology, Chinese Academy of Sciences:One is to let fishermen change fishing into fish farming; On the other hand, in addition to fishing, fishermen have skills to encourage them to start businesses and change careers. There is also a suggestion that they can change from fishing in the past to managing and protecting fishing.

Clearing up arrears and stimulating the innovation vitality of private enterprises

At present, some private enterprises and small and medium-sized enterprises encounter some difficulties in their development. Some local government departments and large enterprises are in arrears with the accounts of private enterprises and small and medium-sized enterprises, which has a negative impact on the capital turnover and economic benefits of enterprises. According to the deployment of the CPC Central Committee and the State Council, since November last year, all regions, relevant departments and large state-owned enterprises have actively cleared up the accounts owed by private enterprises and small and medium-sized enterprises.

Now, what progress has been made in clearing up arrears? What are the problems and difficulties? How to prevent the phenomenon of "clearing while owing" and "clearing and owing"? On February 25th, at the briefing held by the State Council Press Office, Xin Guobin, Vice Minister of Industry and Information Technology, Wu Hongbing, Director of Financial Supervision Bureau of the State Council State-owned Assets Supervision and Administration Commission, and Hao Lei, Deputy Director of Budget Department of Ministry of Finance, responded to relevant questions.

Paying off the accounts of private enterprises exceeded 160 billion yuan.

"If the problem of arrears is delayed for a long time, it will not only affect the normal production and operation of enterprises, but even lead to the closure and bankruptcy of enterprises and a large number of unemployed employees, which will affect the national economy, people’s livelihood and social stability." Xin Guobin pointed out that the work of clearing debts is to further stimulate the innovation and entrepreneurial vitality of private enterprises and small and medium-sized enterprises, stabilize employment and residents’ income, and provide important support for safeguarding and improving people’s livelihood and ensuring the overall stability of the economy and society.

Xin Guobin introduced that in the past three months, with the joint efforts of all regions and relevant departments, China’s debt settlement work has achieved phased results, and the relevant situation of sub-regions, sub-industries and types of arrears has been initially mastered, laying a solid foundation for promoting comprehensive debt settlement. Government departments and large state-owned enterprises across the country have paid off more than 160 billion yuan in accounts of private enterprises, of which the arrears of wages for migrant workers and people’s livelihood safety projects have been given priority.

"It is a long-standing problem to pay off the wages of migrant workers before the Spring Festival every year. This year, this work has made very positive progress. Before the Spring Festival, there were no mass incidents caused by the problem of wage arrears for migrant workers." Xin Guobin said.

Wu Hongbing revealed that the central enterprises’ work of clearing up the accounts owed to private enterprises and small and medium-sized enterprises has completed the phased objectives and tasks on time in accordance with the relevant requirements of the State Council. By the end of January this year, 820 million yuan of wages owed to migrant workers had all been cleared; The accounts owed to private enterprises have been paid off 83.9 billion yuan, and the progress of clearing debts is 75.2%.

Wu Hongbing said that at present, the central enterprises, as Party A, have executed nearly 7 million contracts with private enterprises, with an amount exceeding 10 trillion yuan, and a total of 111.6 billion yuan of overdue debts have been cleared, accounting for 1.1% of the contract amount being executed. At the same time, the central enterprises pay about 250 billion yuan of wages to migrant workers every year, and most enterprises can pay wages to migrant workers on time, and pay more than 18 billion yuan as required.

In addition, Hao Lei said that the Ministry of Finance actively worked out a settlement plan, improved budgetary measures, strengthened supervision and guidance, and steadily and orderly promoted debt settlement. As of January this year, the wages owed to migrant workers by central government departments and central enterprises supervised by the Ministry of Finance have all been repaid, and other arrears have also been settled as required. At present, funds are actively being secured to ensure that the arrears are completed on time.

The amount of work involved is extensive, and the problem of "triangular debt" is prominent.

Since the reform and opening up, China’s private economy has grown from small to large, from weak to strong, and has become an indispensable force to promote China’s economic and social development. At present, the downward pressure on China’s economy is increasing, and the real economy is facing more difficulties. It is of great significance to do a good job in clearing debts to support the development of private economy.

"Although positive progress has been made, we must also see that the work of clearing debts is a very difficult and complicated issue, and we still face many difficulties." Xin Guobin said.

Xin Guobin pointed out that there is a wide range of work, and it is still difficult to fully and accurately grasp the arrears in a short period of time. For example, a subsidiary of a central enterprise reported that if the accounts are sorted out clearly, 60,000 contracts should be checked, while there are nearly 7 million contracts checked by central enterprises nationwide. At the same time, there are also problems such as differences in the identification of overdue accounts, which require a lot of manpower and material resources to identify.

Xin Guobin said that in clearing up the government’s arrears, due to historical problems such as blindly spreading stalls and going to projects in some places, coupled with limited financial resources in some places, there is some pressure to repay on schedule, which needs to be studied and solved step by step. In addition, some places reflect that the current accounts receivable of small and medium-sized private enterprises remain high, and the problem of "triangular debt" of upstream and downstream enterprises is outstanding, and the formation mechanism of preventing "triangular debt" needs to be improved and perfected.

"These problems are intertwined, which also increases the complexity and difficulty of solving problems to a certain extent, and need to be improved and solved in the future work." Xin Guobin said.

Establish a long-term mechanism to prevent the phenomenon of "clearing while owing" and "clearing and owing"

In the future, how should we continue to do a good job in clearing the accounts owed to private enterprises and small and medium-sized enterprises?

"We will urge and guide local governments and relevant departments to pay off their debts and make sure that the objectives and tasks can be completed on schedule." Xin Guobin said that he will continue to strengthen supervision and guidance, increase accountability, establish and improve a long-term mechanism, and create a good environment for the development of the private economy.

In terms of supervision and guidance, it is necessary to promote local and relevant departments to speed up the improvement of settlement plans through situation scheduling and audit supervision; In terms of increasing accountability, the localities and departments that fail to promote the work of clearing debts will be notified and joint disciplinary measures will be implemented; In the construction of long-term mechanism, it is necessary to make clear provisions on the payment time limit, payment responsibility and punishment measures of accounts, and at the same time strengthen the audit of government projects, and improve the relevant provisions on the payment of project progress funds to prevent the phenomenon of "clearing while owing" and "clearing and owing".

Xin Guobin particularly emphasized that the core of establishing a long-term mechanism is to solve the problem of lack of laws and establish a legal guarantee system, which is the most critical measure to ensure the financing and development of upstream and downstream enterprises and large, medium and small enterprises.

Wu Hongbing said that the State-owned Assets Supervision and Administration Commission of the State Council will urge the supervised central enterprises to strive to pay off all remaining undisputed accounts before the end of June this year; For differences and disputes, we should actively communicate and solve them. At the same time, it will also guide the central enterprises to establish a long-term mechanism to prevent arrears before clearing.

Hao Lei said that the Ministry of Finance will continue to urge the central departments and relevant enterprises to implement the main responsibilities, speed up the work progress and complete the debt settlement as soon as possible.(Reporter Liu Kun)

The Ministry of Industry and Information Technology interprets the special actions of small and medium-sized enterprises to endow scientific and technological achievements with wisdom and assign quali

On May 19th, the Ministry of Industry and Information Technology held a policy briefing. Ren Aiguang, deputy director of the Science and Technology Department of the Ministry of Industry and Information Technology, introduced the special action of empowering SMEs with scientific and technological achievements and the special action of assigning quality standards to SMEs, and answered questions from reporters.

Three key tasks are deployed in the special action of "Empowering Wisdom"

The Special Action for Empowering Small and Medium-sized Enterprises with Scientific and Technological Achievements (2023-2025) (hereinafter referred to as the Special Action for Empowering Small and Medium-sized Enterprises) was jointly issued by the Ministry of Industry and Information Technology, the Development and Reform Commission, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Human Resources and Social Security, the General Administration of Market Supervision, the General Administration of Financial Supervision, the China Securities Regulatory Commission, the Intellectual Property Office and the All-China Federation of Industry and Commerce, and incorporated practical measures taken by various departments to support scientific and technological innovation of small and medium-sized enterprises and the The document thoroughly implements the Party’s Report to the 20th CPC National Congress’s requirements of "strengthening the deep integration of enterprise-led Industry-University-Research", "improving the level of transformation and industrialization of scientific and technological achievements" and "supporting the development of small and medium-sized enterprises", highlights the deep integration of industrial chain and innovation chain, and deploys three key tasks and 10 specific work measures around key links such as the generation and convergence of scientific and technological achievements, the precise docking of supply and demand sides of achievements, and the transformation service of scientific and technological achievements, with the aim of achieving "fruitful, good and sustained transformation".

The first is to promote the "normalized" convergence of results and ensure "fruitful". Enrich the sources of scientific and technological achievements, build a scientific and technological achievements project library at different levels and in different fields, and open it to small and medium-sized enterprises. Strengthen the docking of industrial demand, mobilize resources from industry departments, associations, parks and other parties, dig deep into the diversified technical needs of small and medium-sized enterprises, and accelerate the practical transformation of scientific research results through joint development, pilot-scale ripening and other means. Increase the supply of advanced and applicable technologies, and support the transfer of advanced technologies from innovation centers, key laboratories, new research and development institutions and other innovative entities to small and medium-sized enterprises. Accelerate the popularization and application of digital intelligent technology to help small and medium-sized enterprises transform and upgrade.

The second is to implement the "precise" docking of supply and demand and promote the "good turn" of scientific and technological achievements. Improve the docking platform system of intellectual empowerment, and build a service system for the transformation of scientific and technological achievements resources between industries and localities. Strengthen Industry-University-Research’s cooperation, and create a good environment for small and medium-sized enterprises through various forms such as central-local linkage, joint efforts of large and medium-sized enterprises, and the combination of public welfare services and value-added services. Carry out no less than 30 "deep-going" activities for intellectual empowerment, promote "twinning" between universities, research institutes, SMEs and SMEs, and help more specialized and innovative SMEs become the best "partners" of large enterprises.

The third is to accelerate the "systematic" layout of services and promote the "continuous transfer" of scientific and technological achievements. Organize patent navigation services, establish a green channel for patent trademark examination, explore "one-to-many" licensing of patents in universities and research institutes, and continuously strengthen the application and protection of intellectual property rights. The first (set) of major technical equipment demonstration application and other policy dividends will be better given to small and medium-sized enterprises to help them promote the application of more new technologies and new products. Intensify the pilot test and maturation of achievements, support the upstream and downstream of the industrial chain to jointly build an experimental testing environment, and improve the transformation level and effectiveness of scientific and technological achievements of small and medium-sized enterprises.

The "deep trip" series of activities to empower small and medium-sized enterprises with scientific and technological achievements is an important carrier for the implementation of the "Special Action for Empowering Intelligence". Since its launch in February 2023, four events have been held in Guangzhou, Qingdao, Dongguan, Chongqing and other places in combination with local regional characteristics and industrial needs, with the active participation of specialized small and medium-sized enterprises, universities and research institutes, investment and financing institutions, and initial results have been achieved in the integration and utilization of scientific and technological resources and the accurate docking of achievements.
First, it has effectively promoted the popularization and application of scientific and technological achievements. According to the needs of local industrial development, more than 70 high-quality scientific and technological achievements were selected for roadshows in the fields of new materials, new energy, information technology and equipment manufacturing, which promoted the cooperation intention of many enterprises, universities and investment institutions; On-line service platform for industrialization of manufacturing innovation achievements was launched, more than 700 items of technology maturity evaluation were carried out, and more than 400 items of matching and docking results were completed.
The second is to further enhance the vitality of local innovation. The activity of "Deep Travel" of giving wisdom deeply digs into the technical needs of local small and medium-sized enterprises, accurately matches scientific and technological achievements with scientific research teams, and provides "one-to-one" technical docking service for more than 200 local small and medium-sized enterprises, which directly promotes dozens of strategic cooperation between universities and local enterprises, and has trained more than 3,000 people offline, effectively promoting the integration and innovation of Industry-University-Research, upstream and downstream, large and medium-sized enterprises, and creating a good ecology for the innovation and development of local small and medium-sized enterprises.
Third, it has formed a good social influence and attention. Participants generally reflected that the "Deep Travel" activity of giving wisdom helped small and medium-sized enterprises to understand the scientific and technological development trends of relevant key industries and outstanding scientific and technological achievements, supplemented by policies, finance, intellectual property services, industrial chain docking and other multi-angle and all-round measures to achieve accurate matching of achievements and enhance the confidence and motivation of enterprises to innovate and start businesses.

Select a number of typical cases to provide SMEs with more advanced experience of quality standards and brands, and enhance their sense of acquisition.

The first anniversary of the escalation of the Russian-Ukrainian conflict | a hard-to-find peace

Xinhua News Agency, Beijing, February 23rd Looking forward to 2023, the peaceful settlement of the Ukrainian crisis is still full of great uncertainties. There is no simple military solution to this global and complex crisis, and only political means can resolve it. Dialogue and negotiation is the fundamental solution to cease fire and restore peace.

Russia and Ukraine each speak their own words.

Since the escalation of the Russian-Ukrainian conflict, except for some countries in the United States and the West, the international community has generally supported the two sides to solve the problem through dialogue and negotiation. Russia and Ukraine have held many rounds of negotiations, but so far, the food agreement can be said to be the only result of the Russian-Ukrainian negotiations.

On the issue of peace talks, Russia and Ukraine have their own opinions, and their goals are diametrically opposed. Russia has repeatedly stressed that it has never rejected any form of peace talks, but at the same time pointed out that "no negotiations will be held on the basis of Ukrainian conditions" and Russia will continue to carry out special military operations until all its goals are achieved. Ukrainian President Zelensky signed a decree banning negotiations with Putin as early as last October.

There are huge differences between the two sides in their negotiating positions, reflecting that both sides are not ready to restart negotiations, and the tension in Ukraine is increasing.

The west poured oil on the fire

NATO, led by the United States, is constantly "fueling the fire", increasing its military assistance to Ukraine and pushing up the intensity of the conflict. NATO is still absorbing Sweden and Finland, two traditionally neutral Nordic countries, and constantly strengthening its military deployment around Russia, further stimulating Russia’s security nerves.

On the 20th of this month, US President Biden made a surprise visit to Kiev, the capital of Ukraine, to hold talks with Zelensky, and announced a new US military aid package worth 500 million US dollars.

Persuading peace and promoting talks is the right way.

The more complicated the situation, the more necessary it is to adopt a calm and pragmatic attitude. The longer the war drags on, the more we can’t give up our efforts for peace. Only when all parties concerned stand on the side of peace and dialogue, and do more practical things to ease the situation, persuade peace and promote talks, can it be possible to resolve the crisis through political channels and help all people caught in the war to see peace again.

Strict requirements? The task moves down? What is the requirement of publishing a thesis for master’s degree?

Xinhua News Agency, Yinchuan, December 7th Question: Strict requirements? The task moves down? What is the requirement of publishing a thesis for master’s degree?

Xinhua News Agency reporter Yang Wenxi

In the recruitment season, most students have been involved in the tide of job hunting. However, recently, some graduate students who are studying for a master’s degree have reported that the requirement of publishing papers in journals before graduation has become a major event that worries them more than finding a job. The reporter’s investigation found that it is not a case to require papers to be published in professional academic journals or even core journals before graduation, and for what purpose is this requirement reasonable?

The thesis requires worrying about some graduate students.

"When I entered the school, I learned that I had to publish two papers in professional academic journals to meet the graduation requirements. I started to prepare from the next semester, but now I haven’t seen any papers. This year, the college proposed to publish a core Chinese journal of Peking University. Now I am in the mood to find a job and I am preoccupied with papers." Liu Qian, a third-year graduate student in a university in Ningxia, is quite helpless about the requirements of the school’s paper publication.

She told reporters that at present, there are very few people who meet the graduation requirements for publishing college papers: "There are nearly 20 graduates in our college this year, less than half of which meet the requirements for general journals, and even fewer of them are published in core journals."

The reporter’s investigation found that there are not a few universities with similar paper requirements. Some schools only require papers to be published in professional journals. For example, Shaoxing University of Arts and Sciences requires that "master students should publish at least one scientific research achievement related to their discipline and major during their studies." Some schools also specify the scope of relevant journals. For example, Xinxiang Medical College requires that "natural science graduates with academic degrees should publish at least one paper in the statistical source journal of scientific papers in China, and social science graduates should publish at least one paper in a magazine above CN, excluding conference papers, summaries, abstracts, short stories, etc."

"All disciplines and majors need to formulate requirements for publishing graduate papers according to the characteristics of disciplines and majors, but not lower than the standards required by schools" … … Most schools also give majors or tutors the right to raise standards, but no matter what the requirements, most schools require students to publish papers with the school as the first author unit, signature unit or communication unit.

What are the requirements for periodical papers?

How difficult is it to study for a master’s degree with similar thesis requirements? Dozens of interviewees have different opinions on studying for a master’s degree. Most of them think it is difficult compared with the master’s degree in humanities and social sciences, while the master’s degree in science and engineering thinks this requirement is not difficult. However, they generally believe that whether the paper can be published has a great relationship with the project and guidance in the hands of the tutor, and it is not easy to study and publish it on their own.

"Many students in our class who have published in core journals are published on the basis of tutor topics." Liu Qian said that in general, it takes at least half a year from submission to publication for core journals, and the time for reviewing manuscripts is one to three months, not counting the time for rejecting and revising manuscripts, and it is impossible to "submit more than one manuscript", and the time for "trial and error" for submitting manuscripts is too short. However, the general publication is much easier, and in the end it is really not possible to spend money to buy it.

During the interview, some interviewees said that in order to meet the requirements of the paper, they had spent money to publish papers in some journals with small impact factors.

"My baby called and said ‘ Mom, I have good news for you. My paper will be published ’ I was still happy at first. He immediately asked me to pay him a 1000 yuan page fee. I don’t understand how to use my article and spend money? " Chi Wah Ling, Xi ‘an City, Shaanxi Province, was puzzled by the publication of children’s papers.

The reporter searched on the search engine and an e-commerce website with the keyword "publication of papers", and the results were "hundreds of thousands". A related practitioner told the reporter that he could guarantee to see the publication in provincial journals, and if it was "urgent", he would just pay more money, and if it was unsuccessful, he would guarantee a refund.

Why do colleges and universities require masters to publish papers? Several college teachers have different opinions on this matter. Some people think that this move is the proper meaning of building a high-level university, and strict requirements can encourage students to study hard and make progress, which is a targeted measure to reverse the current ills of higher education. Opponents believe that the graduation thesis written by the master can achieve the purpose of training and assessment. If the examination of the graduation thesis is strictly required, it is only necessary to require the master to publish the thesis, which is to "move down" the tasks of the school and assign the tasks that should be undertaken by the school and teachers to the students.

The paper requires flexibility rather than rigidity.

As early as 2006, at the University Presidents’ Forum held in Beijing, seven universities including China Renmin University, Beijing Normal University and China Agricultural University cancelled the hard target of "graduate students must publish papers", and the relevant departments of the Ministry of Education also made it clear in an interview that the Ministry of Education did not require this, but why did some universities still require papers to be published?

The interviewed students, experts and scholars believe that at the moment when self-worth is becoming more and more diversified, continuing to engage in academic research is not the development direction of all masters. They suggest that the requirements for publishing papers for masters should be soft rather than rigid.

"At present, the level of master’s training in domestic universities is uneven. The school requires that master’s papers should not be judged simply and in isolation, and specific problems need to be analyzed." Chu Zhaohui, a researcher at the China Academy of Educational Sciences, believes that the requirement for universities to publish master’s papers should be formulated by professional organizations in combination with specific schools, colleges and majors. It would be biased if it is stipulated across the board, or if the number of papers is blindly increased, and the number of papers is blindly sought after.

Wang Di, a teacher of sociology department in Peking University, said that the publication of master’s thesis should first distinguish between educational objectives and training methods, and the two should not be confused. The purpose of training master’s degree in colleges and universities is to improve their research ability, and publishing papers is the result of improving their research ability, which is only one of the training methods, and means cannot be regarded as the goal; Secondly, it is necessary to distinguish between assessment indicators and educational tasks. The school’s publishing indicators and academic rankings are assessment tasks, and it is not advisable to train students to complete the tasks. Third, it is necessary to distinguish between academic and professional graduate students and teach them in accordance with their aptitude.

Remember 10 "ones" in life, and health will always accompany you.

How to maintain a healthy lifestyle? In addition to quitting smoking and limiting alcohol, according to authoritative experts’ opinions and domestic and foreign research, 10 healthy lifestyles are summarized, and 10 "ones" are remembered in life.

Exercise for a quarter of an hour every day.

1.jpg

The Lancet, an international medical journal, published a tracking and analysis of 416,000 people’s health data for an average of eight years, and found that exercising for a quarter of an hour every day can live an average of three years longer. If a person can’t spare 15 minutes a day, it is extremely irresponsible to himself.

Riding a bike on the way to work, going out for a brisk walk and jogging after dinner … There are too many exercise methods, just whether you go or not.

2. One serving of whole grains per meal

2.jpg

We eat too much polished rice and too little whole grains. According to the survey report "Coarse Grains Intake of Adult Residents in China in 2016", more than 80% of adult residents have insufficient intake of whole grains. Cereals are an important source of B vitamins in the diet, and they are also rich in dietary fiber. "Dietary Guidelines for China Residents 2016" advocates the daily intake of 250-400g of cereals and potatoes, including 50-150g of whole grains and miscellaneous beans and 50-100g of potatoes, which is roughly equivalent to 1/3 to 1/2 of the staple food.

Eating whole grains is actually very simple. For example, instead of just eating white rice, add miscellaneous beans (red beans, mung beans, kidney beans, peas, etc.) and miscellaneous grains (brown rice, barley rice, shredded corn, oats, etc.) when steaming rice.

3. Go to sleep before eleven o’clock at night

3.jpg

Sleep is the main way to eliminate fatigue. If there is a serious lack of sleep, it will not only cause fatigue, but also bring diseases.

According to Chinese medicine, Zishi (23: 00-01: 00) is the "duty" of the gallbladder meridian of foot shaoyang, the time for bile to bring forth the new and bone marrow hematopoiesis. At this time, it is the beginning of physical recuperation and repair, and you should sleep. Those who fall asleep before childhood have a clear mind and rosy complexion the next day.

4. Keep a good mood

4.jpg

In the past, we often said that we should "keep your mouth shut and keep your legs open", but today we want to tell you that we should "settle our hearts and adjust our emotions". Perhaps it is the key for middle-aged men to stop drinking, socialize less and exercise more, but it is more important for women to settle down, be emotionally stable and make more friends, because women are different from men.

5. Sit for an hour and be active

5.jpg

Sedentary and inactive people, blood circulation slows down, blood viscosity will also increase, blood circulation is blocked, and natural diseases are also prone to occur.

It really doesn’t make sense to get up and exercise for 5-10 minutes every hour after sitting for a long time, no matter how busy the work is and how interesting the game is, even refusing to give way to health for 5 minutes.

6. Drink enough milk every day

6.jpg

Milk is known as "white blood" and its importance to human body can be imagined. Its nutrition is almost all-round, and it is rich in calcium, fat and protein. Milk is closely related to our bone health and is the preferred food for calcium supplementation.

The Dietary Guidelines for China Residents (2016 Edition) suggests that the recommended daily intake of milk and dairy products is 300g. Take the ordinary 200 ml bagged milk for example, it is enough to drink one or two bags a day.

7. One catty of vegetables and half a catty of fruit every day

7.jpg

Swedish researchers conducted a 13-year follow-up study on more than 70,000 Swedes, and found that compared with people who eat five servings of vegetables and fruits every day, the life expectancy of people who don’t eat vegetables and fruits every day is reduced by an average of three years.

A diet of one catty of vegetables and half a catty of fruit a day has been advocated for many years. "Dietary Guidelines for China Residents 2016" advocates that there are vegetables in meals, and it is recommended to consume 300-500 grams per day, and dark vegetables should account for 1/2. To eat fruit every day, it is recommended to eat 200-350 grams of fresh fruit every day. Fruit juice cannot replace fresh fruit.

8. Eat a handful of nuts every day

8.jpg

Researchers from Imperial College London and Norwegian University of Science and Technology have found that 20 grams of nuts a day can reduce the risk of coronary heart disease by nearly 30%, cancer by 15% and premature death by 22%.

Nuts contain a lot of unsaturated fatty acids, high-quality plant proteins and minerals, which are beneficial to human health. It is recommended to eat a little every day, but don’t eat more, not more than 50 grams (that is, one or two), eat a few walnuts, eat a few peanuts, and try to have as many kinds as possible. It is best to regard nuts as part of breakfast.

9. Eat a catty of fish every week

9.jpg

Eating meat has a saying that "four legs are not as good as two legs, and two legs are not as good as those without legs", and "without legs" is fish. Animal food is preferably fish and poultry, with relatively low fat content, and fish contains more unsaturated fatty acids. It is recommended to eat 280-525 grams of fish every week, which is about half a catty to a catty.

10. Drink no less than one liter of water every day.

10.jpg

Water is the source of life, which accounts for about 75% of our body weight. Drinking enough water is very beneficial to the efficient operation of the brain, reducing the formation of stones and ensuring the health of the urinary tract.

Adults are advised to drink 7-8 cups (1,500-1,700 ml) of water every day, and it is recommended to drink boiled water and tea, and not to drink or drink less sugary drinks.

In this era, our quality of life has been greatly improved, and infectious diseases are no longer a big problem. What really threatens us today are mental disorders such as cancer, coronary heart disease, diabetes, cardiovascular and cerebrovascular accidents and depression. However, the initiative of these diseases is in our own hands, starting from the daily life, starting from the details, starting from all aspects, we must take good precautions and believe that everyone can enjoy health.
