The first is to promote the "normalized" convergence of results and ensure "fruitful". Enrich the sources of scientific and technological achievements, build a scientific and technological achievements project library at different levels and in different fields, and open it to small and medium-sized enterprises. Strengthen the docking of industrial demand, mobilize resources from industry departments, associations, parks and other parties, dig deep into the diversified technical needs of small and medium-sized enterprises, and accelerate the practical transformation of scientific research results through joint development, pilot-scale ripening and other means. Increase the supply of advanced and applicable technologies, and support the transfer of advanced technologies from innovation centers, key laboratories, new research and development institutions and other innovative entities to small and medium-sized enterprises. Accelerate the popularization and application of digital intelligent technology to help small and medium-sized enterprises transform and upgrade.
The second is to implement the "precise" docking of supply and demand and promote the "good turn" of scientific and technological achievements. Improve the docking platform system of intellectual empowerment, and build a service system for the transformation of scientific and technological achievements resources between industries and localities. Strengthen Industry-University-Research’s cooperation, and create a good environment for small and medium-sized enterprises through various forms such as central-local linkage, joint efforts of large and medium-sized enterprises, and the combination of public welfare services and value-added services. Carry out no less than 30 "deep-going" activities for intellectual empowerment, promote "twinning" between universities, research institutes, SMEs and SMEs, and help more specialized and innovative SMEs become the best "partners" of large enterprises.
The third is to accelerate the "systematic" layout of services and promote the "continuous transfer" of scientific and technological achievements. Organize patent navigation services, establish a green channel for patent trademark examination, explore "one-to-many" licensing of patents in universities and research institutes, and continuously strengthen the application and protection of intellectual property rights. The "deep trip" series of activities to empower small and medium-sized enterprises with scientific and technological achievements is an important carrier for the implementation of the "Special Action for Empowering Intelligence". Since its launch in February 2023, four events have been held in Guangzhou, Qingdao, Dongguan, Chongqing and other places in combination with local regional characteristics and industrial needs, with the active participation of specialized small and medium-sized enterprises, universities and research institutes, investment and financing institutions, and initial results have been achieved in the integration and utilization of scientific and technological resources and the accurate docking of achievements.
First, it has effectively promoted the popularization and application of scientific and technological achievements. According to the needs of local industrial development, more than 70 high-quality scientific and technological achievements were selected for roadshows in the fields of new materials, new energy, information technology and equipment manufacturing, which promoted the cooperation intention of many enterprises, universities and investment institutions; On-line service platform for industrialization of manufacturing innovation achievements was launched, more than 700 items of technology maturity evaluation were carried out, and more than 400 items of matching and docking results were completed.
The second is to further enhance the vitality of local innovation. The activity of "Deep Travel" of giving wisdom deeply digs into the technical needs of local small and medium-sized enterprises, accurately matches scientific and technological achievements with scientific research teams, and provides "one-to-one" technical docking service for more than 200 local small and medium-sized enterprises, which directly promotes dozens of strategic cooperation between universities and local enterprises, and has trained more than 3,000 people offline, effectively promoting the integration and innovation of Industry-University-Research, upstream and downstream, large and medium-sized enterprises, and creating a good ecology for the innovation and development of local small and medium-sized enterprises.
Third, it has formed a good social influence and attention. Participants generally reflected that the "Deep Travel" activity of giving wisdom helped small and medium-sized enterprises to understand the scientific and technological development trends of relevant key industries and outstanding scientific and technological achievements, supplemented by policies, finance, intellectual property services, industrial chain docking and other multi-angle and all-round measures to achieve accurate matching of achievements and enhance the confidence and motivation of enterprises to innovate and start businesses.
4 measures to "assign value" to SMEs
The Ministry of Industry and Information Technology, in accordance with the decision-making arrangements of the CPC Central Committee and the State Council, constantly enhances the competitiveness and development of small and medium-sized enterprises through quality improvement, standard guidance and brand building. In terms of quality improvement, we should popularize advanced quality tools and methods to improve the quality management ability and product quality level of enterprises. By 2022, a total of 456 national quality benchmarks have been established to guide over 10,000 SMEs to introduce benchmarking experience. At present, the quality of a number of products in the fields of electronic information, raw materials, major equipment and consumer goods is accelerating. In terms of standard guidance, guide small and medium-sized enterprises to implement advanced standards and meet the standards in R&D, design, production and management. Support small and medium-sized enterprises to participate in the formulation of standards, and participate in the formulation of more than 1,000 industry standards in 2022. In terms of brand building, we will promote the introduction of national standards for brand cultivation management system and 10 key manufacturing industry standards, and promote more than 10,000 small and medium-sized enterprises to enhance their brand building capabilities. Guide small and medium-sized enterprises to establish advanced quality management system, support enterprises to carry out grading evaluation of quality management ability, and encourage enterprises to climb to excellent quality. In-depth development of digital quality management activities, increase the supply of digital capabilities. Promote product quality grading and high-end quality evaluation, improve product quality level, guide small and medium-sized enterprises to prevent and control quality risks, improve business performance and achieve stable and healthy development.
In the aspect of standard assignment, speed up the popularization of standard knowledge and improve the standard theory level of small and medium-sized enterprises. Support specialized and innovative "little giant" enterprises to give full play to the advantages of "unique skills" and actively participate in international standardization work. Support specialized and new enterprises to develop national and industrial standards such as basic generality, key technologies, test methods and typical applications. Encourage small and medium-sized enterprises to respond quickly to technological innovation and industrial needs and participate in the formulation of group standards. Strengthen the promotion of standards and help enterprises implement advanced standards.
In terms of brand assignment, we should guide small and medium-sized enterprises to enhance their brand awareness, promote the implementation of brand standards and enhance their brand building capabilities. Encourage the characteristic industrial clusters of small and medium-sized enterprises to create regional brands with distinctive characteristics and high reputation. Strengthen brand communication, publicize and promote the regional brand image of industrial clusters, tell the "Made in China" brand story well, and enhance the international popularity and reputation of the "Made in China" brand, in combination with activities such as China Industrial Brand Tour and National Brand Story Competition.
In terms of public services, we will strengthen the construction of quality basic capabilities such as standards, metrology, testing and testing, promote industrial product quality control and technical evaluation laboratories, and increase the supply of public services such as consultation, diagnosis and pilot tests for small and medium-sized enterprises to help enterprises break through the bottleneck of development. Support a number of brand cultivation service institutions to improve the brand creation, management and operation capabilities of small and medium-sized enterprises. Select a number of typical cases to provide SMEs with more advanced experience of quality standards and brands, and enhance their sense of acquisition.
